New Case Study Series

Each year, the Perceptions of Electoral Integrity (PEI) index gives elections around the world an aggregate score out of 100. These scores are shaped by different electoral laws, institutions, and pressures.

Our new Case Study Series, authored by students from around the globe, looks behind the numbers to examine electoral integrity across the electoral cycle. Our first case study covers Indonesia, where the PEI score dropped after the most disputed election since the country’s return to democracy in 1998.

Our Fellowship Program is designed for academics and practitioners at all stages of their career to engage in electoral integrity research, with the support of the EIP, other fellows, and members of our Advisory Board. Fellows meet once a month for 5-6 sessions to present and discuss their projects, and many present their final products at the annual international online conference.

Fellowships are open at four levels: Junior Fellows (Master’s and Doctoral students), Fellows (Postdoctoral, Assistant Professors, or Lecturers), Senior Fellows (Associate or Full Professors and Senior Lecturers), and Practitioner Fellows (practitioners at any career stage in a field related to electoral integrity).

In addition, two named fellowships are available:

• Carter Center Democracy Fellowships (2 fellowships available): $1000 USD each: For students or scholars from any country, working on any area of electoral integrity research. In collaboration with the Carter Center. (https://www.cartercenter.org/)

The release of PEI 12.0 adds 41 new contests in 41 countries to the PEI dataset. This report explores in more detail five key contests in 2025: Gabon, Philippines, Germany, Ecuador and Tanzania.

The annual Electoral Integrity Global Report summarises data from the Perceptions of Electoral Integrity dataset. This data is based on a survey of academic experts for each respective country. This new report presents data on the quality of national elections around the world in 2025. It also includes historical data collected by Electoral Integrity Project teams dating back to 2012.

A new article by EIP Co-Director Toby S. James and Project Coordinator Jamie Underwood, has been published in The Political Quarterly: “The New Mass Unenfranchised? Mapping Unenfranchised Adults and the Case for Residence-Based Voting in the UK” explores how millions of adults living in the United Kingdom are excluded from voting under current franchise rules, estimates where they are concentrated, and makes the case for extending voting rights to all legally resident adults.

James have published “Challenges of Electoral Integrity in an era of Overlapping Crises” in the Election Law Journal: Rules, Politics, and Policy. This special issue explores how digital manipulation, political polarisation, democratic–autocratic tensions, and shocks like COVID-19 are changing how elections are run and how leaders manipulate them, creating new challenges for electoral administration and democratic resilience.

Summarising the key lessons on democratic electoral reform, this policy brief sets out global practices and recommendations for the process of how electoral laws are made and changed, essential to building and maintaining trust and legitimacy.

In a new report for the UK Democracy Fund, Sonali Campion, Toby S. James, and Holly Ann Garnett have released “Towards Automatic Voter Registration: Lessons from Canada and Australia”. As many countries have seen proposals to move toward automatic voter registration (AVR), this policy report draws out the lessons of implementing AVR in Canada and Australia.

Published in Democratisation using new cross-national data, Toby S. James and Holly Ann Garnett’s “Electoral Integrity Resilience: Protecting Elections during Global Risks, Crises, and Emergencies” shows that strong overall democratic institutions, capable election management bodies, and flexible voting methods helped countries protect electoral integrity during the pandemic, offering clear lessons for building more resilient elections ahead of future crises.

The Electoral Integrity Project undertook a survey of electoral management bodies (EMB’s) in 2024, with over 50 EMB’s completing the survey. The data highlights that EMB independence is a worldwide concern - with 60% reporting some challenges. From the need for funding to responding to online campaigning and disinformation, policies to support EMBs remain at the centre of solutions to improve electoral integrity and empower citizens.

Electoral Integrity Project co-director, Professor Toby James, gave the opening keynote speech at the E-Vote ID 2025 International Conference. It took place in Nancy, France at the Centre Inria de l’Université de Lorraine.

Over three days, more than 130 participants from around the world—in computer science, political science, law, cybersecurity, and electoral institutions—discussed the challenges of electronic voting.

Professor James presented work with EIP co-director, Holly Ann Garnett, from a forthcoming book on What is Electoral Integrity? Reconceptualising Election Quality in an Age of Complexity (Cambridge University Press).

Global Expert Meeting on Protecting Elections Held in Stockholm

On 15–16 October, around 50 experts and practitioners from across the world met in Stockholm for the Global Expert Meeting on Protecting Elections, hosted by International IDEA with the support of the Government of Canada.

Over two days, representatives of electoral management bodies, regional electoral networks, and government institutions from more than 15 countries discussed International IDEA’s Integrated Framework for Protecting Elections — a set of gender-sensitive, practical resources that help electoral stakeholders apply risk management, resilience-building, and crisis management approaches to safeguard electoral integrity.

Discussions underscored the Framework’s usefulness and relevance in countries where it has already been piloted, while also revealing strong interest among other stakeholders to apply its methodology in their own contexts. The meeting marked an important step in consolidating lessons learned and shaping the next phase of global efforts to protect electoral integrity.

Amid growing concerns over democratic backsliding, the workshop brought together global experts to explore what makes reform processes democratic, transparent, and trusted. Review of the 2024 Super-Cycle Year of Elections

In 2024, a record-breaking 1.6 billion people across 74 national elections in 62 countries cast ballots in the space of a single calendar year. This was the result of a convergence of electoral cycles in different countries, leading to the description of 2024 as a ‘super-cycle’ election year. The number of elections taking place all over the world, organized under different conditions in varying contexts, highlighted the challenges that election stakeholders need to navigate to deliver on their mandates. This report, the first of its kind, sets out to identify and discuss electoral integrity challenges to global elections that emerged during the 2024 super-cycle year, drawing on the work of international IDEA and the Electoral Integrity Project.

New Electoral Integrity Project report sets how automatic voter registration can be implemented in the UK

Millions in the UK are missing from electoral rolls, preventing them from voting. To boost participation, the government aims to improve voter registration. Automatic Voter Registration (AVR) is a data-driven solution that would allow electoral officers to register eligible voters automatically, ensuring a more complete and accurate register. Assisted Voter Registration can complement AVR by prompting citizens to register when using government services. A centralised electoral register would further enhance efficiency and fairness. AVR is a proven, cost-effective, and widely supported reform that can modernise the UK’s electoral system.

New report on Residence Based Voting launched in the UK Parliament

The report estimated that there are 4.4 million resident adults in the UK who are unenfranchised at Parliamentary elections – and 1.2 million at local elections. The report sought to draw lessons from Scotland and Wales where all legally resident people are able to express their voice and have it formally listened to in some elections. It was introduced smoothly and without any problems.

Election quality varies widely across the globe, and improving it remains a pressing challenge, especially amid concerns about democratic backsliding. While electoral reforms are often recommended, implementing them can be difficult due to political resistance, competing policy priorities, and public skepticism.

A collaborative workshop between the Electoral Integrity Project and the Westminster Foundation for Democracy will explore key questions on ensuring electoral reform is democratic, transparent, and inclusive. Discussions will cover best practices, barriers to reform, public trust, and case studies of both successful and flawed reforms.

International IDEA’s Election Emergency and Crisis Monitor (EECM) reflects the electoral challenges triggered by extreme weather, such as floods, hurricanes, heatwaves, wildfires, and other disasters, such as earthquakes and volcanic activity around the globe.

ECPR 2024 Conference Recap

The Electoral Integrity Project hosted a section on electoral integrity research at the 2024 European Consortium for Political Research (ECPR) conference in Dublin. There were three panels in the section, covering diverse topics such as public trust in elections, campaign finance, and the role of different institutions in strengthening electoral integrity. The geographically diverse section showcased research focusing on Europe, North and South America, Africa, and Asia. The section was chaired by Holly Ann Garnett and Leontine Loeber.

Trust in free and fair elections was a prevalent theme cutting through the entire section. A theoretic paper discussed naïve and critical trust, and case studies from Canada, the Netherlands, Austria, and Kenya highlighted the impact of different voting technologies, technologic vulnerabilities, polarization, Supreme Court interventions, and conspiracy theories on trust. A comparative study of Italy and Japan sought to understand misplaced trust as a potential hindrance to electoral reform, and a case study of the United States analyzed attempts to resist electoral manipulation to restore trust in elections.

New in IFES research

Recent IFES research emphasizes how leadership transitions within Electoral Management Bodies (EMBs) can affect democratic resilience. These transitions create vulnerabilities that risk undermining EMB credibility and trust, requiring strategies to manage outgoing and incoming authorities effectively. Drawing on the experiences of over 15 EMBs, the upcoming white paper, “EMB Leadership Transitions: Current State of Affairs”, examines the challenges and opportunities in this area. Insights from Australia and New Zealand, where stable leadership models have supported long-term electoral reforms, underscore the importance of continuity for institutional memory and strategic planning.

International IDEA

Protecting Elections Project Updates

In July 2024, International IDEA, with Canadian funding, continued its Protecting Elections project, offering tools to help electoral bodies safeguard electoral integrity. A key event in Mauritius focused on countering hybrid threats, while a June workshop in Finland introduced the project’s methods to national stakeholders. In August, the project was featured at a Southern Africa program in Zambia, gaining regional recognition. Resources from the project will be available by 2025. Model Commitments for Advancing Genuine and Credible Elections

This month, The Carter Center, International IDEA, IFES, NDI, and the Kofi Annan Foundation launched ‘Model Commitments for Advancing Genuine and Credible Elections.’ The Model Commitments list aspirational goals for electoral integrity as guidance to those advocating and designing regulatory frameworks and mechanisms to strengthen and protect electoral institutions and processes in a rapidly changing environment.

The release of PEI 10.0 adds 42 new contests to the PEI dataset. This report explores in more detail eight key contests in 2023: general elections in Zimbabwe, Turkey, Argentina, Nigeria, and Thailand, the presidential election in Egypt, and legislative elections in the Netherlands and Poland. The release of PEI 10 also presents a number of changes to the methodology of aggregating the overall PEI Indices. This follows a move to measure electoral integrity in terms of whether elections empower citizens and deliver democracy. There are now some additional questions in the survey designed to capture whether elections achieve this.

Election quality varies globally. Addressing concerns about democratic backsliding and improving election quality is a critical policy issue. However, achieving electoral reforms can be challenging. Incumbent governments may resist changing the rules that brought them to power and may instead push for reforms that favor their future electoral success. Electoral reform often competes with other policy priorities like the economy, law and order, or education. Governments may also face accusations of rigging the process, even when proposing beneficial changes.

While academic research often focuses on electoral system reform, the electoral cycle approach highlights the broader scope of laws, institutions, and practices involved.

Open Call for Papers

The Electoral Integrity Project and The Westminster Foundation for Democracy invite paper proposals on the following themes and questions:

• Principles underpinning electoral reform

• Barriers to democratic, inclusive, transparent, and consensus-oriented reform

• Maintaining public trust

iEIP-2024 - Conference Recap

The Electoral Integrity Project held the 4th Annual online conference during July 8-12 2024.

Elections are crucial to achieving democratic governance. This year’s virtual workshop focussed on the three major components of electoral integrity: electoral justice, participation and contestation.

The event was convened by Holly Ann Garnett (Royal Military College / Queen's University, Canada), Toby James (University of East Anglia, UK), Anna Unger (Eötvös Loránd University, Hungary).

2024 was widely billed as the ‘year of elections’ with 2 billion people headed to the polls. Half way through the year, we asked an expert panel to examine how elections fared in their countries. What were the concerns ahead of election day? Did they come to pass? If not, why? Was electoral misinformation a problem? If so, how? The opening included experts discussing elections in India, Mexico, South Africa, Hungary and the UK.

The workshop featured a roundtable by IFES on EMB interdependence, highlighting challenges to EMB independence amid governmental pressures. It focused on maintaining independence while collaborating with government agencies, a topic often overlooked. The Global Network for Securing Electoral Integrity (GNSEI) shared ongoing efforts and drafted guidelines from consultations with various stakeholders to support EMBs in protecting their autonomy.

Overall the conference included over 300 participants from around the world, sharing research-based ideas and conversations about how to improve electoral integrity.

Congratulations to Rebecca Wagner on Completing Her PhD!

We are pleased to announce that 2023 EIP Fellow, Rebecca Wagner has successfully defended her thesis and completed her PhD.

Rebecca's thesis, titled "The Shrinking of Civic Space in Electoral Processes: Empirical Evidence on Restrictions, Responses, and Electoral Resilience," explores how CSOs respond to autocratization during elections and what factors contribute to their resilience.

Rebecca's research, utilizing a mixed-methods design with a case study of Kyrgyzstan and a global survey of election observers, provides valuable insights into strengthening democracies.

We commend Rebecca for her perseverance and dedication in completing this significant academic milestone.

"Electoral Justice and Electoral Integrity", 2024, Electoral Tribunal of the Federal Judiciary Branch of Mexico

Following a successful international forum held on October 2023 the Electoral Tribunal of the Federal Judiciary Branch of Mexico decided to publish a volume with the latest research and findings on electoral integrity and electoral justice.

The Carter Center

Carter Center Democracy Program staff and associates recently published an original research article, “Changing the rules to win the game again: does presidential term-limit evasion affect measures of electoral integrity?” in the political science subfield journal Democratization. This research paper is the product of original data collection and a multi-year collaboration with lead author, Ian Batista (EIP Junior Fellow 2024), and the Center’s Democracy and Electoral Integrity 2023 Fellow at Emory (co-author Marcella Morris).  

The article analyzes an original dataset of 414 presidential terms in 63 African and Latin American countries (1988–2019), using mixed-effects models to investigate each tactic’s effect on different electoral measures, including overall quality perception.  The data confirms our theoretical expectations that term-limit evasion through the court mode produces the worst effects on electoral quality, EMB Autonomy, irregularities, intimidation, and voter registry accuracy.

The Oxford Handbook on Electoral Integrity is designed to consolidate existing research on electoral integrity for both scholars and practitioners, and launch new research agendas on emerging issues, including the role of emergency preparedness, cyber-security, and civic literacy.  As a field that has expanded and diversified greatly in the past ten years, both among academics and in public discourse, this volume will be a timely contribution to our knowledge of electoral integrity around the globe.  It will be an essential map and tool for academics and practitioners. 

Toby S. James and Holly Ann Garnett (2025, in development) What is Electoral Integrity? Reconceptualising Election Quality in an Age of Complexity (Cambridge University Press).

This book argues that we live in an age of complexity in which there are new risks to elections. To respond to this pressing concern, the book introduces a new conceptual framework for understanding electoral integrity by drawing from democratic theory.  This is proposed as an alternative normative framework for evaluating election quality and will be used by the authors to measure electoral integrity in the future through a revised version of the Perceptions of Electoral Integrity Index.  This book will provide important lessons for prescribing best practices to defend and enrich democracy, as well as major scholarly implications for the study of democracy, democratisation, comparative politics and beyond.

IFES

IFES’ Democratic Resilience Lab identifies innovative, evidence-based approaches that support its local partners in their efforts to identify and counter democratic backsliding and respond to autocratic threats in pursuit of greater democratic resilience everywhere. IFES defines resilience as the ability to maintain democratic functions and principles, despite attempts by illiberal actors to damage or diminish democratic accountability structures. ​The Lab’s first two publications define the contours of today’s anti-democratic challenges and then offer concrete intervention recommendations for actors across the DRG space. 

The first approach paper, Paths to Democratic Resilience in an Era of Backsliding: A Roadmap for the Democracy Support Community, establishes IFES’ three-part classification of backsliding and how, in each context, resilience building is possible. It then provides a framework for choosing appropriate interventions based on the state of backsliding in a given country. The second framework piece, Understanding and Interrupting Modern Day Authoritarian Collaboration: Suggestions for the Democracy Support Community, explores why and how autocrats today are collaborating, and then suggests what the international community can do programmatically and otherwise to interrupt these channels. 

In addressing broader themes of democratic resilience and networked authoritarianism, the Lab’s focus on bolstering critical accountability structures very much centers election integrity support, leveraging IFES experience and applied research partnerships in this space.

International IDEA

Updates from International IDEA’s Protecting Elections project

International IDEA is implementing a three-years Protecting Elections project funded by the Government of Canada. The project aims to support electoral management bodies (EMBs) and other electoral stakeholders with the knowledge and capacity needed to protect the integrity of electoral processes. At its core lies the development of an integrated framework (Guide, Self-Assessment tool, Curriculum and Resource Toolkit) promoting the use of risk-management, resilience-building and crisis management practices in elections.

In 2024-2025 the Framework resources are being tested and piloted in different countries around the world. So far, one Protecting Elections Workshop and one Capacity Development Workshop have been organized in Port Louis, Mauritius, together with the Office of the Election Commissioner. Both events have received positive feedback from participants. A third event focusing on technical support on hybrid threats will be organized in July. Besides the engagement with OEC Mauritius, International IDEA has partnered with the Finnish Ministry of Justice and the first event, i.e. the Protecting Elections Workshop, will be organized in Helsinki in mid-June. Consultation missions have likewise been organized to Panama and Sri Lanka, where project activities are expected to initiate later this year.

In addition to the engagements with partner countries, the project’s resources and conceptual thinking has gained traction and interest among other electoral stakeholders. For example, a Protecting Elections Capacity Development Workshop was organized for members of the Central Election Commission of Ukraine in April this year. The Election Commissions of Mali and Cameroon have likewise shown interest for the project’s resources.

By the end of the project in late 2025, all resources will be made available as a global public good. Until then, do not hesitate to visit the project’s webpage for more updates and information.

Protecting Elections Case Studies

As part of International IDEA’s Protecting Elections project, two case studies have been published since the last EIP Newsletter:   

Protecting Electoral Integrity: The Case of South Africa (Case Study, November 2023)

This case study highlights how the Electoral Commission of South Africa (IEC) has developed strategies to identify and manage risks; adapt and respond to changing circumstances; and prepare for possible crises.

Through formal risk and crisis management processes, scenario-based planning and well-established governance structures, the IEC has managed to maintain the integrity of electoral processes in South Africa despite several challenges, such as the Covid-19 pandemic.

The IEC’s capacity to withstand shocks and stresses while continuing to deliver credible elections has contributed to the consolidation of electoral democracy since the landmark 1994 elections.

Protecting Elections: The Case of Kenya (Case Study, March 2024)

Electoral integrity in Kenya has historically been shaped by constitutional amendments, political intrigues between politicians and political parties, and a culture of disputed presidential election results.

This case study examines how reforms of the electoral, legal and institutional framework in Kenya and constitutional amendments in 2010 have influenced electoral integrity in subsequent electoral cycles. Strategies to prevent electoral risks, withstand threats, and recover from crises are presented with case examples. The role of the Independent Electoral and Boundaries Commission (IEBC) and the judiciary in the protection of elections is discussed. The lessons learned from this case study demonstrate that the protection of electoral integrity in Kenya is complex and dynamic and requires a multi-faceted approach.

We invite paper submissions for our fourth annual virtual workshop on electoral integrity, focusing on three pivotal components: Contestation & Deliberation, Participation, and Electoral Justice. Scholars and practitioners are encouraged to contribute papers addressing topics such as candidate experiences, campaign finance, information environments, voter enfranchisement, accessibility, and electoral justice systems.

Multiple research methods are welcome, and paper proposals can be on any part of the electoral cycle. We also welcome practitioner papers which highlight recent policy innovations and other perspectives from the field of elections.

Our fourth annual virtual conference will take place online, the week of July 8-12, 2024. Panels will be arranged to accommodate multiple time zones with panels taking place across the week.

As well as standard thematic paper panels with discussants, there will be practitioner and civil society roundtables and opportunities to connect with old/new colleagues and friends around the globe.
