Critique as morality, not as a theory of imperialism

Chomsky exposes, but he rarely theorises. His critique of US foreign policy rests on a constant comparison between declared standards and actual practice: it exposes hypocrisy rather than dismantling a structure. This is fundamentally different from Lenin's theory of imperialism, which ties external aggression to the law of capital accumulation in its monopoly stage, and explains war and colonialism as a structural necessity, not a moral deviation from "true" American values betrayed by the elite. When Chomsky writes of Washington's "moral failure", he implicitly assumes that a better version of American capitalism could be achieved if the political will existed. That assumption is reformist at its core, however radical its language may sound.

Anarchism in place of the party

More dangerous still is Chomsky's position on revolutionary organisation itself. His anarchism, or what he calls "libertarian socialism", rejects the vanguard party as the seed of a coming bureaucratic despotism, rather than a necessary instrument for uniting the working class and leading it in the struggle for power. Here Chomsky, despite his apparent disagreement with them, converges with the discourse of anti-communist liberalism, which equates Bolshevism with Stalinism as two connected expressions of a single authoritarian impulse. This is precisely what Trotsky rejected in The Revolution Betrayed. The bureaucratic degeneration of the Soviet Union was not an inevitable outcome of the logic of October 1917; it was the victory of a parasitic bureaucratic stratum over the workers' democracy that this same logic had founded. When Chomsky refuses to distinguish between Lenin and Stalin, he offers no new critique of Stalinism. He repeats liberal Cold War theology in a different moral vocabulary.

The equivalence of regimes and strategic paralysis

From this rejection of the party flows a broader false equivalence. Chomsky tends to treat every centralised concentration of power, whether a bureaucratically degenerated workers' state or an imperialist capitalist state, as two symptoms of a single disease: "centralised power" as such. This drops any class criterion for distinguishing between forms of the state, and turns political critique into a general moral stance towards "power" instead of a materialist analysis of the relations of production that determine the nature of each state. The practical result is grave: critique without strategy. Chomsky exposes, but he never answers Lenin's classic question, what is to be done? His analysis always stops at the limits of individual consciousness and scattered moral resistance, never reaching a transitional programme that links the everyday demands of the working class to the task of seizing power.

Human nature in place of history

Even the philosophical foundation of Chomsky's anarchism is drawn from his linguistic work: the idea of an innate universal grammar that makes human beings naturally inclined towards freedom and decentralisation. This is a quiet substitution of an abstract humanism for historical materialism. Marxism does not ask what human nature "tends" towards; it asks how historical relations of production produce specific forms of consciousness and political action, forms that can change as those relations change. Once political critique is grounded in an innate anthropology rather than concrete class analysis, it becomes easy to explain every historical defeat of the revolution as a deviation from a human essence, rather than the outcome of a specific class struggle that could have been fought differently.

A left that borrows Chomsky's documentary weapon without questioning his theoretical tools risks inheriting his strategic impotence as well. Exposing imperialism is a necessary condition of the struggle, but it is no substitute for a revolutionary party that turns that exposure into a programme for taking power.

This is not a statistical curiosity to be explained away by poor distribution or delayed handovers. It is the central fact of Egypt's housing crisis and the only entry point from which the crisis can be understood correctly. The problem is not how much gets produced. The problem is what gets produced, and for whom. Housing in Egypt is no longer produced as a use value, as shelter to be occupied and lived in, but as an exchange value, a vessel for storing savings in an economy where inflation devours cash. Once that becomes the logic of production, doubling the number of units does not resolve the crisis. It deepens it. Every new unit enters the market as a potential financial asset before it enters as a home.

This piece attempts two things. First, to show how that logic operates inside the very government program that calls itself social housing, and how the program climbs the class ladder year after year while its name stays exactly where it was. Second, to lay out an alternative that is not a menu of technical options but a single model resting on four pillars, each with a documented international precedent and measurable outcomes. It does not claim any of this is easy. Claiming ease is the fastest way to make an argument unserious.

1. The Program Climbs the Class Ladder and Keeps Its Name

Egypt's program began in 2011, was restructured under Social Housing Law 33 of 2014 with the establishment of the Social Housing and Mortgage Finance Fund, then expanded under the "Housing for All Egyptians" umbrella to include middle and upper-middle income brackets. The founding idea was simple and clear: units sold at construction cost with a minimal margin, and purchases financed through long-term subsidized loans, reaching three percent over thirty years at one stage, against a market lending rate that exceeded eighteen percent when the program launched.

The headline numbers look impressive. Some 538,000 citizens obtained mortgage financing under the program by mid-2024, totaling 71 billion Egyptian pounds, at an average of about 121,000 pounds per beneficiary. More than 580,000 low-income families applied to the 2025 round alone. But the number that actually explains what happened is a different one: the gap between what a unit used to cost and what it costs now.

In recent offerings, ready-to-hand-over units in the governorates ranged between 184,000 and 400,000 pounds, and in the new cities between 415,000 and 530,000. Units scheduled for delivery within thirty-six months ran from 542,000 to 700,000. Then the seventh round pushed a ninety-square-meter unit to 850,000 pounds, and a comparable unit in the green housing project to 900,000. Add a minimum down payment of fifty thousand pounds and an eight percent interest rate on the low-income tranche in some offerings, and it becomes clear that the subsidized unit now requires liquid cash savings that the day laborer does not have, nor the market vendor, nor the driver, nor the domestic worker.

Here is the heart of it. The cheapest units designated for low-income Egyptians are rising in price by fifteen to twenty percent a year, while real wages advance by roughly one percent. A gap like that cannot be bridged by mortgage finance, however long the term or low the rate, because finance addresses a liquidity problem, not a solvency one. A loan spreads the price across time. It does not lower the price, and it can do nothing at all when the price itself is moving in the opposite direction from income.

The logical result is that the program slides upward through the class structure without anyone announcing it. The stratum it addressed in 2014 can no longer enter in 2025, so the stratum one rung above takes its place, and the name stays the same. This is precisely what makes critiquing the program harder than it looks. There is no single decision to point to as the moment of deviation. The deviation is built into the choice of instrument. When you make subsidized ownership through mortgage finance your only vehicle, you have decided in advance that the beneficiary will be whoever holds a cash down payment, a documented income, and the capacity to commit for twenty years. The poor Egyptian, who in the overwhelming majority of cases is an informal worker, has none of the three.

2. Al-Asmarat, or What Happens When Success Is Measured in Square Meters

Al-Asmarat is presented as the most successful case of relocating residents of unsafe areas into decent housing. Declaring it an outright failure is a hasty verdict, and the field research does not support it. Egyptian studies surveying residents after relocation recorded genuine satisfaction: with the physical environment, with services they had gone without in their old homes such as sewerage and piped gas, with the safety of living away from thuggery and theft, and with the availability of transport.

The problem is not the building. The problem is that the state measured its own success by a purely physical standard while the resident measures his life by a livelihood standard. Read the same findings from the second angle and the other face appears: dissatisfaction led by the rising monthly rent and the distance from workplaces. Another study goes further. Residents of informal areas were accustomed to specific kinds of work practiced inside their own neighborhoods, while the new housing areas offer work of a different nature requiring qualifications, so a serious problem emerges for anyone who cannot find suitable work and is forced to travel outside the district looking for it. The same study adds an observation no less important: moving multiple neighborhoods into one district and distributing residents in ways they did not consent to produced a lack of cohesion and fights between the delinquent elements of each origin neighborhood competing for control.

These are not marginal details to be corrected with an awareness campaign or an extra bus route. They expose an error in the underlying conception. The state treated the dwelling as a real estate unit: walls, a roof, utilities, a number on a register. But for the poor household the dwelling is a composite productive asset. The ground floor is a workshop or a shop, the frontage is a stall, the alley is a customer network, and the location is proximity to a daily labor market where work is not found through advertisements but through physical presence in the right place at the right hour. The social network itself functions as a credit mechanism: who lends you money until the end of the month, who watches your children while you go out to work, who tells you there is a day's work tomorrow at a nearby workshop.

When you move that household fifteen or twenty kilometers, you are not moving a family from one building to another. You are expropriating an entire productive asset and handing over a cleaner unit and a higher monthly bill in exchange. The expropriated asset appears in no balance sheet, because it was never registered in the first place, and that is exactly why it was so easy to expropriate. The new bill, meanwhile, arrives every month, and an already unstable income is asked to cover it after being severed from the place that generated it.

Then comes the final and most serious consequence. Informal work in Egypt is not a margin that can be relocated along with the people. It is fused to a specific geography. The workshop follows the market, the stall follows the foot traffic, the plumber follows the buildings whose pipes he knows. Moving the residents without moving that geography simply produces new poverty with better architectural specifications.

3. Land Before Buildings: The Four Pillars

The international experiments that actually succeeded in housing the poor did not succeed by discovering cheaper materials or faster construction techniques. They succeeded by attacking the line items that actually make up the price: the cost of land, the cost of finance, and the form of tenure. What follows is not a list of alternatives to choose among. It is one model with four pillars, each of which collapses if separated from the other three.

Pillar One: Upgrading in Place Instead of Relocation

The reference case is Thailand's Baan Mankong program. It improved conditions for more than 90,000 households across 1,546 communities between 2003 and 2011, at a cost of 570 US dollars per family. That figure is not a typo. It is less than the cost of finishing a single bathroom in Al-Asmarat.

The secret lies in the distribution of spending, not in austerity. Of the total households, 39.6 percent received on-site upgrading where they already lived, and 23.8 percent went through re-blocking within the same site, while only 13.4 percent were relocated outside the area. More than sixty percent of families negotiated land deals that kept them where they were. The state did not buy new desert land, did not build infrastructure from scratch, did not erect towers, and did not pay for buses to carry residents to their jobs. It spent on utilities and site organization within the existing urban fabric and left the building itself to its own people.

The side effect is that the productive asset described above stayed intact. The workshop remained, the customers remained, the informal credit network remained. Nobody was asked to restart their economic life from zero in exchange for getting a sewage connection.

The Thai trade-off is clear and should not be hidden. Despite broad resident satisfaction with their improved homes and environment, they expressed real anxiety about the debt burden the loans imposed. The program did not hand out grants. It organized collective debt on bearable terms.

Pillar Two: Mutual Aid Instead of a Cash Down Payment

If the barrier facing the poor Egyptian is the down payment and the installment, the Uruguayan experience offers the most direct answer. In the mutual aid cooperative model, a household without savings contributes twenty-one hours of work per week on the cooperative's construction site, with tasks assigned according to ability, from manual labor to administrative work like ordering materials. This is not volunteering. It is capital. It is precisely the form a down payment takes when paid by someone who has no cash and does have labor power.

The scale rules out treating this as a small exception. The Uruguayan Federation of Mutual Aid Housing Cooperatives brings together more than 35,000 households across 730 cooperatives, alongside a second federation of savings cooperatives whose members contribute around fifteen percent of capital in cash. The early projects, financed by a mix of state funds, loans, and member contributions, were cheaper, faster, and higher in quality than conventional housing, which is what pushed through the National Housing Law of 1968 that gave the model its legal framework.

In the Egyptian context this pillar carries an additional advantage that is rarely noticed. Egypt's construction sector is full of skilled informal labor drawn from the very stratum the housing is meant for. The builder erecting towers on the North Coast cannot afford a down payment in the governorate he came from. Converting his labor power into equity in his own home is not some exotic organizational invention. It is a redirection of work that is already being performed.

Pillar Three: Limited-Profit Rental Instead of Ownership

Vienna remains the clearest proof that housing can be cheap and permanent at once. More than forty percent of the city's units are social housing, seventy-eight percent of the stock is rental, and more than half of that is publicly supported. Limited-profit associations build and manage under a rent ceiling, and the city drives down land costs using the instruments of urban planning itself. New limited-profit rents run roughly twenty-seven percent below private market rents.

The decisive lesson for Egypt is not the percentages but the direction. When tenure takes the form of limited-profit rental, the unit exits the sphere of speculation permanently. It cannot be bought for storage, or shut up waiting for prices to rise, or resold at twice its subsidized price. In a country where millions of units sit locked while millions of people look for somewhere to live, that property alone deserves an entire policy built around it.

The critique aimed at the Viennese model should not be waved away, because it flags the real danger in implementation. Studies indicate that around half of Vienna's high-income households live in subsidized units, and peer-reviewed work on the Austrian rental market finds that allocation by waiting list rather than by need produces systematic mismatching. Public subsidy leaks upward unless eligibility rules are tight and reviewed periodically. This is exactly what happens in Egypt today, in a cruder form, but without anyone admitting it.

Pillar Four: Collective Ownership of Land

One question remains, and if it goes unanswered it demolishes the three pillars above. What stops a subsidized unit from returning to the market five years later? And what stops an upgraded neighborhood from becoming, by virtue of the upgrading itself, attractive to real estate capital, so that its residents are expelled by the mechanism of the market after surviving the mechanism of the bulldozer?

The answer developed by the Caño Martín Peña experience in Puerto Rico is the community land trust. The trust was created in 2004 after more than eight hundred community meetings, in a district where the state intended to dredge a polluted channel, and whose residents understood that environmental improvement would raise land values and push them out. The solution was to separate ownership of the land from ownership of the buildings. Residents hold the land collectively and in perpetuity, the trust is barred from ever reselling the land, and its activity is confined to selling or renting homes for the benefit of members.

Two things are achieved at once. The resident gains secure tenure, which enables borrowing, renovation, and building with a permit, all of which the absence of title denies him. At the same time, the public subsidy stays locked inside the community instead of converting into private capital gain at the first sale. That is the fundamental difference between a subsidy spent once and a subsidy reproduced indefinitely.

4. Why the Four Pillars Are a Single Model

Calling these alternatives easy is a claim the facts will not carry, and it is more honest to name the condition than to polish it. Two of the pillars are applicable within the existing legal framework: upgrading in place is an administrative decision about spending priorities and about choosing the cheaper option in the first place, and allocating a share of the offered stock to subsidized rental requires nothing more than a ministerial decision changing the terms of the offering. The other two require new legal architecture. Uruguay needed a national housing law. Singapore needed a Land Acquisition Act that buys land at its value before densification, so that the profits of a public utility do not flow to the speculator.

More importantly, the four pillars collapse when taken separately. Upgrading in place without collective land ownership produces an improvement that prepares the ground for displacement by market rather than by decree. Cooperatives without cheap land become savings clubs that cannot build. Subsidized rental without strict eligibility criteria leaks upward as it has in Vienna. And collective land ownership without an actual production mechanism remains a legal formula on paper.

What unites the four is that each removes some portion of land and housing from the circuit of real estate rent. And that is precisely what makes them difficult in Egypt, not because they are technically complex, but because over the past decade real estate rent has stopped being one sector among others and has become one of the pillars financing the state itself. Land is sold to fund the budget, and new cities are produced as assets to be liquidated. When that is the situation, asking the state to lower the price of land for the poor is not asking for a different housing policy. It is asking for a different source of revenue.

Which is why this alternative will not come from inside the Ministry of Housing. The four pillars share one last feature I have not yet mentioned: in Thailand, Uruguay, and Puerto Rico, governments did not invent these models and did not grant them. Organized communities of residents extracted them. The entry requirement for the Thai program itself was that a community form a savings group and register itself as a cooperative before asking for anything. Which is to say that the first thing built in those experiences was not a house.

Because the question being asked is incomplete. When we ask "which fuel?", we assume the problem lies in the source, whereas everything the two previous parts recounted says the problem lies in the relation. To assess any alternative seriously, it must be put to three questions rather than one: who owns the asset? For whom does it hold use value, that is, who consumes what it produces? And who bears its risk?

Gas failed all three. Its ownership is dispersed through sharing agreements that make the state a partner in the revenue from its own wealth rather than an owner in control of it. Its use value went to exports and to energy-intensive industry. Its risks were borne by the budget and the consumer. Let us apply the same tests to the sun, not to its promises but to what actually exists.

Take ownership first. New renewable assets are overwhelmingly built under foreign ownership, through long-term dollar-denominated power purchase agreements backed by sovereign guarantees. The state does not own the asset; it guarantees the return of whoever does.

On use value, the clearest indicator is green hydrogen. The announced project pipeline exceeds eighty billion dollars across dozens of projects, yet the share backed by binding contracts does not exceed roughly thirteen per cent, while the only project genuinely operating is a hundred megawatts at Ain Sokhna, which began partial production in early 2026 and is destined for Europe. The largest investment in new energy in Egypt is not directed at Egyptian electricity at all, but at decarbonising European industry using Egypt's sun, land and desalinated water.

As for risk, the return is in dollars, the guarantee is sovereign, and the cost falls on the budget. This is precisely the risk distribution of the petroleum sharing agreements.

The conclusion is harsh but necessary: the fuel changed and the pattern of ownership did not. The sun entered the sharing agreement instead of breaking it. Should this path continue, Egypt a decade from now will be exporting hydrogen and importing gas at the same time, the same logic that took hold in 2018.

So what is the alternative? Not one alternative but four interwoven tracks, each technical in its tools and political in its preconditions.

The first track starts from the fact that Egypt's largest untapped field is demand, not reserves. The kilowatt-hour that is never consumed is cheaper than any LNG cargo, requires no hard currency, and is unaffected by a closed pipeline. The state furnished the proof itself in March and April 2026, when emergency measures demonstrated that demand elasticity is real and substantial. But it was mobilised punitively, by temporary decree from above, rather than as a permanent efficiency policy. The state knows conservation is possible, and reaches for it only when the pipeline stops. The real target here is not the household lamp but the energy-intensive industries that consume the largest share of gas. Obliging them to install captive solar generation and waste-heat recovery achieves more than raising the gas price on them, because a price rise is passed on to the consumer through steel and cement, while an obligation actually reduces consumption.

The second track is distributed generation, and the cage carefully built around it. Net metering has existed in Egypt since 2013, hedged from birth by regulatory ceilings and conditions that limit its spread. The result, more than a decade on, is residential uptake so slight it barely registers in national capacity. The fault is in the design, not in appetite. The price paid for surplus exported to the grid is far below the price of electricity bought from it, which means anyone installing a panel on their roof sells cheap and buys dear. And requiring property ownership or the consent of a building's residents' association excludes tenants and apartment dwellers, that is, the majority of Egypt's urban population. This is not an administrative detail but a class filter on the right to generate: those who own may produce, those who rent may only consume.

The reforms here are specific and can be drafted now. Surplus should be credited at the bracket rate the subscriber would otherwise have paid. Credit should roll over annually rather than monthly, since surplus builds up in the milder months while bills peak in summer. And the property-ownership requirement should be replaced with a form that allows tenants to hold a share in a common rooftop asset. One technical link remains missing: storage. Without it, the sun displaces gas by day and gas returns by night. What matters is that storage be directed to the distribution and neighbourhood level rather than the plant level alone, because decentralised storage serves local consumption, while centralised storage also serves the stability of a grid that feeds exports.

The third track is the legal form of ownership, which is the substance of the word "participatory". Here the deliberate legislative vacuum becomes visible. Electricity Law 87 of 2015 provided for a transitional period leading to a competitive market, extended by Law 70 of 2021, and the deadline has effectively lapsed without the market being built. The result is the worst of both configurations: a persistent public monopoly in distribution alongside wide openness in generation to foreign capital. The state liberalised what profits the foreign investor and monopolised what disciplines the citizen. What is needed is not more liberalisation but a third form entirely absent from the texts: electricity-producing cooperatives at the level of the building, the neighbourhood and the village; municipal distribution companies under the oversight of elected local councils; a tenant's right to a share in a common asset. This requires no legislative revolution, only an amendment to the definitions of "producer" and "consumer" in the executive regulations, a demand that could be drafted today. The countryside has its share too. Replacing diesel irrigation pumps with solar pumps owned by agricultural cooperatives cuts the fuel subsidy bill from the other end and ties the energy question to the question of the fellahin, a connection absent from most Egyptian environmental writing.

The fourth track treats local manufacturing as a question of ownership, not a national slogan. The move toward manufacturing panels and batteries domestically is the most significant material development in the file, and only one question about it matters: is it a tax-exempt, export-oriented investment enclave inside a special economic zone, or a productive base serving a domestic market and employing labour with full rights? The loose formula of "localisation" answers nothing. Three criteria do: the share of output directed to the domestic market, the ownership structure of the plant, and the labour law applied within its walls.

What the sun cannot do must be stated plainly, or this becomes propaganda. Power generation is not the whole of gas consumption. Ammonia production needs hydrogen as a feedstock rather than a fuel, and high-temperature industrial heat in cement and glass cannot simply be electrified. Storage remains limited. And any investment decision in this sector shows results only after eighteen months at the earliest. The alternative is not a switch to flip but a decade-long path.

But the decade-long path currently underway leads to 2040 inside the Leviathan contract, while the proposed one leads to distributed ownership. The difference is not in speed but in destination.

The alternative is therefore not more drilling, since the rhetoric of "trillions of cubic feet still untapped" reproduces the same model and defers the question. Nor is it national self-sufficiency, for Egypt lived a moment of sufficiency after Zohr and did not exit dependency through it, but exported and mortgaged itself instead. Nor is it a technical reform, because every engineering measure proposed above collides with an established interest: the conditionality of international financing programmes, the ownership of gas trading entities, the monopoly of the distribution companies. The alternative is a political demand with engineering instruments, not the reverse. And it will be carried only by those with an interest in it: independent labour organisation within the generation and distribution companies, and cooperatives, unions and local councils with actual authority. An energy transition without a social agent remains a tender awarded to the highest bidder.

It remains to return to where the series began. The valve is not in Tel Aviv. The valve is the class structure that made a valve possible in the first place, and that will produce another valve, with another energy source, for as long as it stands.

End of series

Then came the practical test. On 28 February 2026, as the region's military confrontation widened, Israel shut down Leviathan and Karish and the bulk of flows to Egypt stopped. Leviathan did not return to production before 2 April, nor Karish before the 9th. Thirty-two days. And this was not the first such episode but the third in under three years, after the October 2023 halt and the June 2025 halt. The significance lies not in the length of any single interruption but in their frequency: three times in thirty-six months means that stoppage is not an emergency exception but an operating characteristic of the arrangement itself. Each time, the decision was taken neither in Cairo nor in consultation with Cairo, because it is an internal Israeli decision governed by the security of offshore fields and by a state of emergency. The single most important variable in Egypt's electricity system is now managed entirely from outside the Egyptian state, and at almost no cost to the other party.

What happens when the valve closes reveals the rest of the structure. Egypt turned to LNG as its emergency substitute, and its imports in the first half of 2026 leapt to roughly six million two hundred and sixty thousand tonnes against two million four hundred thousand in the same period a year earlier, an increase of more than one hundred and sixty per cent. The total fuel import bill for the half year reached some twelve and a half billion dollars, up thirty per cent. LNG is bought on the spot market in hard currency at the very moment of crisis, when global prices are highest, which is the worst possible moment to buy. A country that built its infrastructure on the assumption of cheap pipeline flows found itself buying at the dearest price, because the only option available to someone who does not own what he consumes is to buy it.

And because the bill has to be financed, the class transmission belt began to turn. Gas prices for energy-intensive industries were raised, then fuel prices, then a new electricity tariff took effect on 1 August 2026 with an average increase of twelve per cent. Arguing over the percentage differences between one bracket and another distracts from what matters more, which is the structure of the table itself. The only bracket whose price was held unchanged is the first, from zero to fifty kilowatt-hours a month, and no Egyptian household with a refrigerator and a fan lives inside that bracket in July. Freezing the subsidy on a line nobody occupies is not a subsidy. It is an announcement of one.

More serious still is the "from zero" calculation method. Some brackets are not charged in tranches but on total consumption, so that a household crossing a bracket threshold by a single kilowatt-hour does not merely pay a higher rate on the excess unit. It retroactively forfeits every discount it enjoyed in the lower brackets, and its entire month's consumption is repriced at the higher rate. This is not a graduated tariff but a pricing cliff. Any reader can verify it: calculate a bill for consumption sitting exactly at the threshold, then calculate it for consumption exceeding that threshold by one unit, and watch a jump that swallows tens of Egyptian pounds in exchange for a single kilowatt-hour. The family that ran an air conditioner for one extra hour during a heatwave does not pay for that hour. It pays a penalty on its entire month. The irony is that this mechanism is presented as a conservation tool while it functions as a collection tool, since a household that has already crossed the threshold loses every incentive to economise for the rest of the month.

But the clearest thing in the whole picture is what happened in the first quarter of that same year. In the very months when shops were closing at nine in the evening, street lighting was being cut back and gas was being cut off from fertiliser plants, Egypt's energy product exports rose by more than fifty per cent, and LNG exports leapt by considerably more than that. The country was exporting and rationing at the same time. This is neither an administrative paradox nor a failure of coordination between two ministries. It is a precise practical definition of whom Egypt's energy infrastructure serves: the liquefaction plants at Idku and Damietta run because their contracts are international obligations settled in hard currency, whereas an Egyptian household's consumption is a deferrable item because no contract and no currency stand behind it.

Here the meaning of the "regional hub" doctrine, promoted by the state since 2018, comes fully into view. The arrangements now underway with Cyprus to receive its fields' gas for processing and liquefaction in Egyptian facilities, and the electrical interconnection projects with Greece and Saudi Arabia, are presented as raising Egypt to a position of regional leadership. Their economic content is something else entirely. The hub means Egypt shifts from owning a resource to contracting out a service, collecting transit, processing and liquefaction fees, which is to say infrastructure rent. It is real rent, denominated in dollars, but it binds Egypt's grid and facilities to Israeli, Cypriot and European supply security, and it makes contractual obligations abroad take precedence over domestic consumption. The hub is not an exit from dependency but its most developed form, because it makes dependency profitable for a particular stratum and therefore far harder to dismantle.

What unites all of the above is a single equation: the cost of geopolitical subjection is socialised downward onto those who own nothing, while the language of sovereignty and regional leadership is monopolised upward by those who own. The family in Minya that crossed a bracket threshold, the fertiliser worker whose production line stopped, the farmer whose pump diesel got dearer: these are the people settling the bill for a decision they were never consulted on, and will not be consulted on as it binds them through to 2040.

So is the alternative more drilling, or more solar panels? Part Three argues that the question itself is wrong, and that the issue is not the type of fuel but who owns it and whom it serves.

To follow: Part Three, the participatory alternative and its limits.

The road begins where one would not expect it to begin, in the text of the peace treaty itself. Energy was not a side effect of the 1979 treaty but its very substance. The treaty did not merely restore the occupied Sinai fields. Its annex on economic relations committed the parties to "normal economic relations", and its accompanying provisions explicitly covered the sale of Egyptian oil to Israel and Israel's right to bid for it like any other purchaser. In April 1979, Egypt's membership in the Organisation of Arab Petroleum Exporting Countries was suspended. Egypt was not moved from the position of a party to the conflict to a position of neutrality. It was moved to the position of supplier within a new regional order. Energy was both the price of the settlement and its content.

What made this position sustainable was the kind of economy the Infitah built: an economy resting on rent rather than production, on oil, remittances, the Canal and tourism, four sources arriving from outside any coherent domestic process of production. At the heart of this pattern one legal form took root for managing the wealth beneath the ground, the production sharing agreement, which hands exploration, development and operation to international companies in return for a share of output, so that the state becomes a partner in the revenue from its own wealth rather than an owner in control of it. Above ground, subsidised gas was deployed as a cheap input for energy-intensive industries, cement, steel and fertilisers, in the service of a business class that grew up in the state's lap and at the expense of its budget. Long before a single cubic metre was exported abroad, Egyptian gas was already being exported at home, into private pockets.

The export decision grew out of this ground. East Mediterranean Gas was founded in 2000 as a partnership between the Egyptian General Petroleum Corporation (EGPC), the businessman Hussein Salem and Israeli partners, and in September of that year the cabinet approved the export of some seven billion cubic metres a year for fifteen years. The contract was signed in 2005, a pipeline from Arish to Ashkelon began carrying gas in 2008, and at their peak Egyptian supplies covered close to forty per cent of Israel's gas needs. The scandal was not that exports existed but the price at which they moved: a sale price below the cost of production itself, which means the Egyptian treasury was covering the difference so that the occupying state could have its energy. When the "No to the Gas Naksa" campaign mobilised, its name deliberately echoing the defeat of 1967, and an administrative court ruled to halt the exports, the ruling was overturned and implementation continued. The judiciary was not incapable of ruling. The political decision was simply stronger than the ruling.

Then came the moment that revealed where sovereignty actually resides. After January 2011 the Sinai pipeline was hit by a succession of bombings, and in April 2012 the Egyptian side cancelled the agreement. That was a political decision in the fullest sense, backed by genuine popular pressure. But the response came not from the Israeli government; it came from international arbitration tribunals. In December 2015 an award of one billion seven hundred and sixty million dollars was issued in favour of the Israel Electric Corporation against EGPC and the Egyptian Natural Gas Holding Company (EGAS). In February 2017 a separate award was issued against the Egyptian state in a case brought by the shareholders of East Mediterranean Gas, and in 2019 a settlement was reached with the Israel Electric Corporation. International arbitration law is not a neutral framework for settling disputes. It is the legal form that international capital takes when it wants to immunise its contracts against popular will. That law converted a political decision taken by a people in a revolutionary moment into a financial debt which that same people would pay off for years. The contract was not annulled; it was reimposed in a harsher form, because the bill now came due without any gas in return.

Midway along this road came the Zohr discovery of 2015, and for a moment it seemed the equation had been reversed. Egypt declared self-sufficiency in 2018 and stopped importing LNG. Yet what was done with that moment of surplus is the true indicator of the system's nature. It was not invested in building productive capacity or in freeing the country's energy decisions. It was invested in marketing Egypt as a "regional hub". In the same year the Egyptian company Dolphinus signed an agreement with the partners in Israel's Leviathan and Tamar fields to import Israeli gas, and the very pipeline that had carried Egyptian gas northward was reversed to carry Israeli gas south. The East Mediterranean Gas Forum was founded in Cairo in 2019. Self-sufficiency was not an exit from the cycle but a stop along it.

That stage did not last. Zohr's output declined faster than projected, coinciding with a suffocating currency crisis during which arrears owed to foreign partners reached about six billion dollars by mid-2024. When the state stopped paying, the companies responded with the only logic they know, cutting back drilling and development programmes. Domestic production fell to its lowest level in years, Egypt became a net gas importer by mid-2024, and the country endured two consecutive summers of daily power cuts. This is the point at which the logic of the indebted state shows itself most plainly. Forced to choose between settling arrears that would restart production and financing immediate imports to plug today's shortfall, it chose the second. It sacrificed the conditions of reproduction in order to keep consumption running, which is precisely what an insolvent debtor does and not what a state that owns its wealth does.

February 2026 was therefore neither a surprise nor a deviation from the path. It was the path itself, reaching its logical conclusion. Nearly half a century of managing wealth as rent, of handing the subsoil to foreign partners, of political pricing that served parasitic capital at home and the regional settlement abroad, could end in nothing other than a pipeline whose valve is opened and closed by a single party. The question the next part opens is not how we got here, but who is paying for where we have ended up.

To follow: Part Two, dissecting the present moment and the class transmission belt

This article is neither a moral defence of poor people’s right to buy whatever they want nor another variation on the rhetoric of austerity and prudent spending. Its argument is simpler and harsher: the scale of consumption in Egypt, the composition of the consumption basket and the way it is financed are precisely the statistical evidence of impoverishment, not its refutation. An economy that consumes nearly everything it produces is not an affluent consumer society, but a society without accumulation.

The misunderstanding begins with consumption’s place in the cycle of reproduction. In Marxist analysis, consumption is neither the purpose of production nor its reward. It is the moment at which labour power itself is reproduced: the worker eats, finds housing, treats and educates their children so that they can return in the morning able to sell their labour power on the market. When this moment is sustained by an accumulated domestic surplus, consumption is an effect of production. But when the productive base erodes while consumption remains high, the only question worth asking is: Where does the money come from? It is precisely here that consumption ceases to be a sign of prosperity and becomes evidence of impoverishment. To this we can add an economic law that requires no Marxist framework to hold true: Engel’s law, which states that the poorer a household becomes, the larger the share of its expenditure that goes to food. In other words, it is the composition of the consumption basket, not its monetary value, that directly measures deprivation.

Consider Egypt since the mid-1970s. The October Working Paper of 1974 and Law 43 of 1974 did not open the economy to production; they opened it to imports. The importer replaced the manufacturer, the agent for foreign goods replaced the owner of productive machinery, and surplus shifted away from industrialisation towards property, commerce and brokerage, where profits came faster and did not require the discipline of production. At the same time, four rentier channels opened up: oil, the Suez Canal, tourism and foreign aid. A fifth, and the most important, was the export of labour power itself to the Gulf. Consumption figures could now rise year after year without any corresponding growth in production because what was consumed had not been produced here, and the money financing it had not been earned here. When one of these channels was briefly disrupted in January 1977, the working class did not need to wait for a theoretical analysis to discover that its entire consumption depended on an indebted public treasury.

This final channel deserves particular attention because it condenses the entire paradox into a single figure. The Central Bank announced that remittances from Egyptians abroad reached approximately $41.5 billion in 2025, the highest level ever recorded and an increase of nearly 40% from 2024. They then continued to climb, reaching about $39.2 billion in only the first ten months of the 2025/26 financial year. Official discourse presents this figure as a sign of confidence and strength. In reality, it is the most precise expression of the economy’s nature: the country’s largest source of foreign currency is the export of the producer themself. Every Egyptian pound spent in an Upper Egyptian village and financed by a remittance from Riyadh is accounting evidence that the Egyptian economy failed to employ the sender within its own borders. The family consumes because its son is absent, not because it has grown prosperous.

Next, consider consumption’s relative weight in GDP. According to World Bank data, household final consumption expenditure amounted to approximately 86% of GDP in 2020 and peaked at 88% in 2017, while its lowest level in 60 years was 63% in 1981. In an economy that invests little, a high consumption share does not mean that people consume a great deal. It means that surplus is not being converted into accumulation. The East Asian economies that actually industrialised suppressed consumption’s share in favour of investment, not the reverse. Here, by contrast, the high ratio means that whatever is produced is consumed, while what remains leaves the economy through profit repatriation, debt service and imports rather than taking the form of a new factory.

Then there is the composition of consumption, the most revealing layer of all. According to CAPMAS’s 2017/18 Household Income, Expenditure and Consumption Survey, food and drink accounted for 37.1% of total Egyptian household expenditure, housing for 18.6%, and health services and care for around 10%. Spending on education, meanwhile, did not exceed 4.5%, with the largest component, 37.7%, going to private tutoring and study groups. Read these figures again through a different lens. A tenth of household expenditure going to healthcare is not evidence of abundant provision, but of care becoming a commodity purchased out of pocket after the public hospital withdrew from providing it. Private tutoring’s share of the education bill does not demonstrate educational commitment. It shows that the public school ceased to perform its function, forcing families to buy a substitute on the black market. What appears in the national accounts as rising household consumption is, in essence, the transfer of the cost of reproducing labour power from the state to the wage. Wages did not increase; the burdens deducted from them did. Statistically, the difference is recorded as consumption.

The question remains: If wages are insufficient, how is all this purchased? The answer lies in Egypt’s fastest-growing financial sector today. According to the Financial Regulatory Authority, consumer finance provided by companies surged from approximately 17 billion Egyptian pounds in 2021 to 96.3 billion pounds by the end of 2025, a rise of nearly 466% in five years, benefiting more than 10.8 million customers. Monthly financing volumes then more than doubled within a single year as buy now pay later (BNPL) applications proliferated. This completes the picture. Households do not purchase out of a surplus; they purchase with wages they have not yet received. Buying a commodity on instalments is not an exercise of purchasing power but an admission of its collapse. Wages are no longer sufficient to reproduce the household within the monthly pay cycle, so future wages are pledged in advance. Consequently, an increasing share of wages is converted into interest before it can be spent, that is, into income for financial capital. The poor are not excluded from the market here; they are incorporated into it on terms that make them a permanent source of profit.

All this has a direct political meaning, one that explains the state’s treatment of its own figures. The last fully published Household Income and Expenditure Survey recorded a monetary poverty rate of 29.7% in 2019/20. The state then switched to a multidimensional poverty index, which showed a sudden decline to 21.2% in 2021/22, during years marked by a pandemic, a genocide next door, successive currency devaluations and subsidy cuts. The results of the 2023/24 survey were subsequently withheld from publication. This is not an administrative failure. The Household Income and Expenditure Survey is precisely the instrument that measures poverty through consumption: through the share of food expenditure and the extent of deprivation within the household basket. The state stopped publishing consumption data because consumption tells the truth. At the same time, it reproduces a discourse of consumption restraint, blaming people for eating too much, having too many children and buying things they do not need. This rhetoric performs a precise ideological function: it turns the outcome of economic policy into an individual sin and transfers responsibility from those who control the surplus to those who possess nothing but their wages.

The conclusion is that consumption in Egypt is neither a class position nor an indicator of welfare. It is the form through which wages return to capital: to the importer, the consumer-finance company, the private hospital, the private tutor and the property owner. Every increase in this consumption is recorded in official reports as growth, while in reality it is the bill for a twofold impoverishment: a productive base dismantled, wages mortgaged to the future, and public services sold back to their owners twice. The question, then, is not how to make people consume less, but who owns what is produced and who decides where the surplus goes. Until this question is posed in class terms, poverty in Egypt will continue to be measured by what poor people buy rather than by what is taken from them.

This week’s headline event is a new round of theater around a disarmament deal: Hamas reportedly agreed to a draft arrangement over its weapons, and President Trump announced a “breakthrough” in implementing last year’s ceasefire. Within hours, Israeli airstrikes killed at least two Palestinians in Gaza City’s Sheikh Radwan area and destroyed two warehouses storing medicine near a hospital in Deir al-Balah. By Sunday, strikes had continued for a second consecutive day, killing at least four more — all while the ink on the “breakthrough” was still being reported as uncertain, with Israel’s actual acceptance of the deal unconfirmed even by its own negotiators.

The pattern repeats exactly. This is now the fourth or fifth iteration of the same choreography: an announcement of progress from Washington, paired with continued killing on the ground, followed by a period of ambiguity about whether anything was actually agreed. A political settlement that requires no verified compliance from the occupying power is not a settlement — it is a press release with a body count attached.

The disarmament framing itself is worth interrogating. The entire diplomatic architecture treats Palestinian disarmament as the precondition for peace, while Israeli bombardment continues unconditionally throughout the negotiation over that precondition. The asymmetry is the point: one side is asked to surrender the means of resistance before a single Israeli soldier withdraws from the 80% of the Strip it now occupies.

From a Trotskyist position, there is no dispute that power is dispersed, that it runs through the capillaries, the body and discourse. The dispute is over who holds, in the last analysis, the decision when the conflict sharpens.

Power without a head: how the state evaporated into microphysics

Foucault presents power as a vertical-horizontal network running through every relation, irreducible to an apparatus or a class. Power, on this account, is "exercised" more than it is "possessed."

For all its descriptive richness, the argument rests on a theoretical evasion. Once power is everywhere, it is at that same moment nowhere in particular, nowhere that can be confronted politically.

The capitalist state, with its repressive and ideological apparatuses as identified by Marx, Engels and Lenin, does not disappear from reality merely because Foucault chose to move it away from the center of analysis. It does disappear from the horizon of struggle, however, once political discourse adopts his diagnosis.

The missing political economy: no capital, no surplus value, no exploitation

What is striking about Foucault's vast archive on discipline, punishment and sexuality is the near total absence of any analysis of capital as a social relation, or of surplus value as the category on which exploitation rests.

In his work the factory is present as a site of bodily discipline and absent as a site for the extraction of unpaid labor.

When capitalism is reduced to one "technique of power" among others, the analysis loses precisely what makes it a historically specific mode of production, one that can be superseded by revolution, rather than a form of "governance" recycled without end.

Resistance without a program: from class struggle to "scattered struggles"

Foucault replaces the working class as a historical subject with a loose notion of multiple local "resistances" that have no center and no unified strategy to hold them together.

This appears to be a liberation from "class fundamentalism." In the last analysis it dismantles the very possibility of a transitional program: without a unified revolutionary subject, transitional demands linking daily struggle to political power lose their meaning.

When Trotsky formulated permanent revolution, he was not looking for separate struggles accumulating spontaneously. He was looking for a working class that leads a social alliance, by virtue of its position in production, toward the supersession of capitalism, not toward the mere dispersal of its power.

Post-structuralism as the ideology of defeat

The rise of Foucault and his generation cannot be separated from a specific historical context: the breaking of the 1968 revolutionary wave, and the retreat of French intellectuals from both the Communist Party and the Fourth International toward a theory that replaces the strategy of seizing power with analyses of "discourse" and "knowledge."

This is what Trotskyist critics such as Alex Callinicos identified in his systematic critique of postmodernism. The appeal of this academic current came from what it offered defeated left intellectuals: a language radical in form and conservative in effect, one that spared them the question of organization, party and political power.

An obscure flirtation with neoliberalism

Most revealing is Foucault's hesitant stance toward the neoliberal Chicago School in his lectures on the birth of biopolitics. There he seemed at times closer to admiring neoliberalism's capacity to dismantle the disciplinary state than to criticizing it as a capitalist restructuring carried out for capital and against the working class.

Whoever rejects a class analysis of the state, and sees in every power a coercion equivalent to any other, loses the criterion that distinguishes a welfare state wrested through struggle from the neoliberal project to dismantle it.

To criticize Foucault is not to discard his descriptive tools. It is to refuse the substitution of discourse for class, of microphysics for the state, and of the revolutionary party for scattered struggles, struggles content to resist power without ever posing, even once, the question of who rules tomorrow.

This week brought the same pattern that has defined every week of this ceasefire: displacement orders followed by bombs. On Thursday, Israel issued fresh evacuation orders for several Gaza areas, then struck them, killing at least two Palestinians — the routine sequence by which “de-escalation” is administered on the ground. A UN official this week called the humanitarian situation simply “desperate,” which is the diplomatic register for what field reports describe more plainly: engineered collapse.

The territorial fact beneath the diplomatic fiction. The “Yellow Line” was sold as a demarcation of withdrawal. In practice it is a ratchet that moves only one direction — westward, into Gaza. Israeli forces now hold roughly 80% of the Strip, up from 60% just weeks earlier, with the line’s markers physically relocated on the ground even as the text of the ceasefire remains unchanged. A boundary that only the occupier redraws is not a boundary; it is a leash.

The count that keeps counting. Last week alone, 57 Palestinians were killed in Gaza — deaths accumulated entirely under a “truce” now past its ninth month, pushing the post-ceasefire toll above 1,100 and the cumulative war toll toward 73,000. Between July 7 and 13, roughly 65 Palestinians were wounded by Israeli forces or settlers, among them 18 children. None of this registers as a violation requiring consequence; it registers as Tuesday.

The West Bank as the second front. Settler violence, once episodic, is now structural: settler attacks account for 55% of all Palestinian injuries in the West Bank this year, a rate that has roughly tripled since 2020. This is not spontaneous communal friction — it is the colonization process performing its normal function while world attention is fixed on Gaza’s rubble.

The class content of “reconstruction.” More than 90% of Gaza’s built environment lies destroyed. No serious reconstruction has begun, aid remains bottlenecked, and hundreds of thousands shelter in tents pitched on the ruins of their own homes — a population kept in enforced dependency by design, not accident.

Nine months of “ceasefire” have produced over a thousand more graves and zero irreversible steps toward Palestinian self-determination. That asymmetry — between the paperwork of peace and the machinery of continued conquest — is this week’s actual headline.
