The install helper no longer puts a public bucket policy on
coderhelm-setup-<id>. It reports each phase to hosted CoderHelm
(PUT /api/install-progress/:id) with a key the install guide made, passed
as the NoEcho StatusKey parameter; the guide registers the id with the
key's SHA-256 first and reads the report back with the key. The stack has
no progress bucket; an older release's is deleted (policy, files, bucket)
on the first update and on delete. The helper may only delete that bucket,
never write it or set a policy. Also pins the dashboard with the DNS page.
