I'm thinking that the left group represents "primary" controls and the right group is more "secondary" controls, and the volume should move to the left group.
I'm unsure why the volume button ended up landing at the end of the right group, but for keyboard navigation this seems less than ideal; it means that navigating to change the volume is pretty remote.
