  2. perf(manifest): reduce cluster manifest payload size 

    Canonicalize cluster manifests and nested manifest properties so repeated metadata is shared across silo entries and AllGrainManifests contains unique manifests.

  4. fix(manifest): align structural equality with hashing 

    Use comparer-independent key lookups when comparing manifest property dictionaries so equality semantics match the ordinal/default hashing used for deduplication.
