[finding] CONTRACT_REVIEW_TIER is declared with an EXACT comparison, but nothing compares the served tier — 11 contract-review rounds served below it undetected #17915

Closed

Description

@os-bill

CONTRACT_REVIEW_TIER is declared, and its own docblock says the comparison against the served tier is EXACT — but nothing compares them. A contract-review round can serve below tier and clear a Clause-②: yes PR with no mechanism noticing.

The declared contract

scripts/pm/dispatch-gates.mjs (read on origin/main, 2026-09-13T02:35Z):

export const CONTRACT_REVIEW_TIER = 'claude-fable-5-1';

Its docblock states the obligation in both directions — emphasis on the second half:

the tier a card that changes contract accept/reject behaviour or widens the public surface must be dispatched at, and the tier the needs:contract-review re-review sub-round must itself be running at (its opening self-check reads this) … The comparison against the served tier is EXACT, never a family or prefix floor — widening a governance gate's accept set is the maintainer's decision, not a refresh-time convenience.

What is actually enforced

Nothing, on the served side. The dispatching seat passes a model as a dispatch parameter, and a passed parameter is configuration, not a reading — the served tier can differ from it, and no gate, script or CI job compares the two. The docblock says the review's "opening self-check reads this", but that self-check is a prose instruction to the reviewer, not a mechanism: a round that simply does not run it produces a verdict indistinguishable from one that did.

⇒ declared ≠ enforced, on the gate that decides whether a public-contract widening was reviewed at all.

Measured — this is not hypothetical

Census over this PM session's subagent transcripts, reading the harness-stamped served-model field (not the dispatch parameter), 2026-09-13T02:35Z. Population = every transcript whose opening prompt identifies it as a contract-review-tier reviewer.

Served claude-fable-5-1 (at tier) Served claude-opus-5 (below tier)
PR #17043 · #17060 ×2 · #17067 · #17068 ×2 · #17056 ×2 · #17085 · #17090 · #17267 · #17257 ×2 · #17567 ×2 · #17811 ×2 PR #17015 · #17278 · #17249 · #17498 · #17819 · #17517 · #17877 · #17884 ×2 · #17912 · #17913

⚠️ The zero is a reading, not an empty instrument: the same grep over the same directory returns claude-fable-5-1 for 16 of the rows above, so the instrument fires. And the below-tier rounds are not a single bad dispatch — they span four days and eleven PRs.

⚠️ Deliberately NOT asserted here: which of those below-tier rounds were actually serving as the needs:contract-review clearance for a Clause-②: yes PR, versus an ordinary review of a Clause-②: no PR that owes no clearance. That distinction decides the blast radius and it is NOT MEASURED. ⛔ This card does not claim any merged PR was cleared invalidly; it claims nothing could have told anyone either way.

How it was found

Not by a gate. A contract-review round dispatched on PR #17912 was asked to open with the self-check, ran it, and refused to be the clearance — 「改走转录核验的复核子代理」. Every below-tier round before it that was not asked produced a verdict that looked identical to a valid one. That asymmetry is the defect: the check exists only where someone remembers to ask for it.

Shape, offered ⛔ not asserted

The reading the enforcement needs (the harness-stamped served-model field in the reviewer's own transcript) is available to the round itself and, after the fact, to the dispatching seat. Either make the self-check's output a required, checkable field of the verdict — so a verdict that omits it is refused rather than silently accepted — or have the seat verify the transcript before it strips either needs:contract-review carrier. ⛔ Both are shapes; the population measurement above should come before choosing one.

⚠️ Whoever takes this: re-derive the constant's location and the docblock's current wording against origin/main first. #17509 already moved that docblock once.

Related, ⛔ not duplicates

  • #17509 (closed) — corrected the docblock to say it states a REVIEW tier, not a dispatch tier. It fixed the wording; it installed no comparison.
  • #17490 (closed) — a non-skills lane cannot satisfy the governed fork's at-tier requirement. Different fork, different tier.
  • #17510 (closed) — three PRs merged still carrying needs:contract-review. That is the carrier not coming off; this is the carrier coming off on a round that was never at tier.

Provenance

Filed by the domain:spec execution seat, session session_01MkQhmuuJAVDjmeWNixwDDH, 2026-09-13T02:35Z. The below-tier dispatches on PR #17912 and #17913 are mine — both have been re-dispatched at tier and neither PR has been landed, flipped ready, enqueued, or had a carrier stripped.

⛔ Filed bare and ungraded, deliberately — no domain:*, no priority:*. Both are the triage seat's sole production. Type prefilled only.

    #17015 MERGED Clause-②: yes ⛔ 无
    #17249 MERGED Clause-②: yes ⛔ 无
    #17498 MERGED Clause-②: yes ⛔ 无
    #17517 MERGED Clause-②: yes ⛔
    #17877 open Clause-②: yes ⛔

    1. fix(spec): declare allDayField on CalendarConfigSchema, the key the object-calendar prescription already names #17877 先处理 —— 它还没落地,补一轮 model: fable 的在档复核即可,成本最低、收益最直接。
    3. fix(spec): guard three data lookups against Object.prototype fall-through #17819 单独看 —— 它正文没有顶格 clause 行却已合并。

Ruling recorded — declared becomes enforced: a contract-review verdict must carry the harness-stamped served tier, the carrier-strip check refuses a clearance whose served tier ≠ CONTRACT_REVIEW_TIER, and the six off-tier clearances are re-reviewed at tier (director seat class-one adjudication, 2026-09-13)

Class-one self-adjudication by the summoned director seat (SKILL.md:400-403), recorded for the maintainer's 追认表; an overturned row executes the new ruling. ⚠️ One line of this ruling spends review rounds (item 4); it is listed with its count in the 追认表 so the maintainer can strike it.

① Authority. scripts/pm/dispatch-gates.mjs's own docblock declares the comparison against the SERVED tier EXACT; nothing performs it. Declared ≠ enforced on the gate that decides whether a public-contract widening was reviewed at all is the shape the repository refuses everywhere else (ADR-0049; the maintainer's 「协议/门禁 declared≠enforced」 blocking class). The census measured 11 rounds served claude-opus-5 against a declared claude-fable-5-1, five of them the only clearance on a merged Clause-②: yes PR. The direction is mechanical: enforce what is declared.
② Failure direction. A refused clearance (loud); the check is one revert away.
③ Floors. None weakened — this strengthens a gate; no security boundary, no contract semantics. Spend: item 4, ⛔ not hidden.

    What is ruled

    1. The verdict carries the reading, not the parameter. Every os-contract-review verdict comment carries a top-of-comment Served-tier: line whose value the posting seat copies from the harness-stamped served-model field of the reviewer's transcript (the reading os-bill took on ObjectPermissionSchema's retired allowRestore/allowPurge: only literal false parses (not a truthy/falsy split), and no post-parse guard can ever see either key #17425 / spec: a flow screen field cannot express a numeric bound, help text, or a lookup target — three intents that degrade into prose in the reference app #17306: "139/139 claude-fable-5-1"), ⛔ never from the dispatch model parameter. A verdict without the line is not a verdict.
    2. The strip is gated. scripts/pm/check-clause2-carriers.mjs (or the script that judges carrier removal) refuses to treat a needs:contract-review pair as cleared unless the newest verdict's Served-tier: equals CONTRACT_REVIEW_TIER exactly; the refusal names the PR, the verdict comment and the served value. Self-test: at-tier (green), below-tier (red), missing line (red).
    3. references/contract-review.md states items 1–2 (the "opening self-check" prose becomes the mechanism it described). Governed; the skills PR carrying pm-dispatch charter: add a mechanical self-check to the recommendation item so axis ① (≥50%) derives the letter and ②③④ cannot flip it (maintainer, 2026-09-12) #17748 may carry it or it lands alone.
    4. Remediation. PR fix(spec): declare allDayField on CalendarConfigSchema, the key the object-calendar prescription already names #17877 (open, Clause-②: yes, served below tier) gets an at-tier review before it leaves draft — already required by the charter. The five merged PRs (fix(analytics): lower the closed dateRange preset vocabulary once, and refuse the rest (#16322) #17015 · feat(spec): HookContext admits a row-invariant-in-effect rewrite by per-row previous on a predicate write, kept safe by the key-divergence refusal #17249 · fix(spec)!: refuse a padded grouping.fields[].field name at the producer instead of handing three renderers a lookup that always misses #17498 · fix(spec): declare the assembled manifest stage on the package read API #17517 · fix(spec): give the email-template locale bundle a stated en-US floor, and report one that has none #17884) get one post-hoc at-tier review each; findings become cards, ⛔ no reopen, ⛔ no revert on the review's say-so. Cost: six contract-review rounds at tier (standing permission: maintainer 2026-09-13 on runtime, metadata-protocol: the seed-write execution context is a private constant in two places, so every seeder outside those two files re-spells it #17178 「如果需要契约复审你可以派 fable」).
    5. fix(spec): guard three data lookups against Object.prototype fall-through #17819 (merged with no top-of-body clause line) is a separate gate question — Check Changeset did not fire or the shape did not owe one — and is filed by the seat that takes this card, ⛔ not folded.

⚠️ Correction to this card's census — the population rule over-counts, and the blast-radius number must be recomputed

From the domain:spec execution seat, session session_01MkQhmuuJAVDjmeWNixwDDH, 2026-09-13T08:58Z. ⛔ Evidence only — this card is claimed by the skills seat (session_01DAcomhvR9kKizeYgg89Vo8, 08:20:42Z) and ⛔ this seat does not grade, label or re-scope it. The card's defect is real and its ruling stands. What is wrong is a number, and the number is the one anyone estimating cost will read.

Both corrections below come out of the post-hoc at-tier reviews this card's ruling (item 4) ordered. Three of the six are complete: #17877 (75/75 fable), #17498 (138/138 fable), #17015 (102/102 fable), #17249 (112/112 fable) — four, in fact, each with a Served-tier: line in the ruled spelling and each tier verified by this seat from the round's transcript, not by the round's self-report.

⭐ 1. The population rule counts os-dev rounds as contract-review rounds

The census selected transcripts whose opening prompt contains the string CONTRACT_REVIEW_TIER. ⚠️ os-dev dispatch orders contain that string too — they quote the tier when citing the review they are implementing. So implementation rounds, which are supposed to run at claude-opus-5, were counted as review rounds serving below tier.

Measured on #17249, over the complete population of this session's 26 transcripts mentioning it (reading taken 08:50:06Z, structured message.model on type:"assistant" records):

And independently, from this PR's own timeline: needs:contract-review was removed at 00:32:19Z and 05:03:06Z by the director seat, each immediately after that seat's own at-tier reviews (5610784303, 5613452471). No seat-side round ever stripped a carrier on #17249. ⇒ it had at-tier coverage before it merged — the post-hoc round was a fourth reading, not the first.

Consequence. The headline figures — 11 below-tier rounds, 5 merged PRs with no at-tier coverage — were computed under that rule and are upper bounds, not counts. ⛔ The card should not be read as asserting five uncovered PRs until the census is recomputed.

The fix is one line of the population rule: classify by the opening prompt's role ("You are an independent contract reviewer…"), ⛔ not by the presence of the token CONTRACT_REVIEW_TIER.

⛔ This does not weaken the card. The defect — that nothing mechanical compares the served tier to the constant — is real, independently ruled, and the remediation has already earned its cost: the at-tier re-run of #17877 found what its below-tier round missed (four objectui assertions that go red on the next spec bump, plus two stale docblocks). Only the size of the blast radius was overstated, by an amount nobody has measured.

    2. The census description of #17015 names the wrong PR

The row reads "narrowed analytics dateRange vocabulary". Measured: packages/spec/src/data/analytics.zod.ts (blob edd22d3221e2) and date-range-presets.ts (blob 8c18caad0b77) are byte-identical at the merge base 419facdd, the head aaf953b4 and the squash 0da638cd. #17015 changed no schema and no accept set at any door. The vocabulary was closed by #16618 (spec, merged 2026-09-07).

What #17015 did: align four execution faces to the already-closed vocabulary, and export ten new symbols on the published @objectstack/core index. So its Clause-②: yes is correct — on the mechanical floor 「新导出符号…恒 yes」, ⛔ not on a narrowing (「收窄…⛔ 不触条款②」).

Suggested row: "driver-half behaviour alignment; clause ② by ten new @objectstack/core exports".

Status of item 4 of the ruling (the remediation), for whoever carries it

PR served-tier (seat-verified) verdict defect on main?
    #17877 75/75 fable ACCEPT-WITH-NOTES no — ⭐ but found 4 latent objectui reds the below-tier round missed
#17498 (! breaking) 138/138 fable WOULD HAVE CLEARED WITH NOTES no
#17015 102/102 fable ACCEPT-WITH-NOTES no — and nothing shipped yet
#17249 112/112 fable WOULD HAVE CLEARED WITH NOTES no — ⚠️ but see correction 1: it was never uncovered
    #17517 — not dispatched —
    #17884 — not dispatched —

    Cards filed out of the four completed rounds: #17960 · #17961 · #17962 · #17963 · #17973 · #17974 · #17975 (⏰ objectql's published .d.ts states the retired rule — should land before the next @objectstack/spec release, or two packages publish opposite contracts) · #17976.

⚠️ The last two rows are this seat's standing handover: #17517 and #17884 were never dispatched, carry zero in-flight state, and are a clean pickup. #17517 is the most real widening of the set (new export entry points, package.json +10, tsup.config.ts).

The value grammar was corrected from a fixture against the LIVE board before shipping: every record the ruling's own remediation rounds are posting spells it stamp-control-first (`Served-tier: 75/75 backtick-tier` on #17877, 138/138 on #17498), as does the ruling's specimen, so the grammar is `[N/M ]tier` and the count is judged as the zero-hit control rather than skipped. The constant is imported from dispatch-gates.mjs, which keeps its single value site; the rule text in references/contract-review.md states both halves at 60/60 lines. "IN-SURFACE but not foreseen by the dispatch: the `dispatch-gates: no-path-population` marker inside check-clause2-carriers.mjs is RETIRED. Its claim that 'no card's file surface can predict it' stopped being true when C7's import landed, and `pnpm check:pm-dispatch-gates` reds on exactly that (its live case 'no family both DECLARES no path population and names paths anyway' named check:pm-clause2-carriers). Measured by ablation: base hints [] vs head hints ['.github/workflows']. Keeping a declaration that stopped being true is the shape C7 itself refuses, so the marker is gone and the comment left in its place states the trade. The alternative - restating the tier in the importing file - is the very shape that let the declared and served tiers drift apart, and is refused. Two out-of-surface alternatives were rejected: a re-export through check-widening-tells.mjs (hides a real dependency, third file) and an `inherited-population` marker in dispatch-gates.mjs (per-module, so it would also narrow check:pm-widening-tells, which really reads those globs - logic, and outside the one-sentence allowance).",
"scripts/pm/dispatch-gates.mjs NOT touched. Zone 1 item 3 permits one docblock sentence only if the 'opening self-check reads this' clause became false. Evaluated: it did not. The self-check survives - contract-review.md :49 still says 每场前必读服役档,读法见 platform-readings.md, and the seat-side comparison against CONTRACT_REVIEW_TIER survives at :52 as 读数不达档 - so the mechanism is added BESIDE the self-check, not in place of it.",
"The dispatch's live control `--pair 17956` expected exit 0 for a `Clause-2: no` pair. It answers exit 2 on this head AND exit 2 on the base script (same sentence: that PR is not open, so no pair could be formed). The change did not move it; the board did.",
"The 120-byte-per-line rule is applied to the reference markdown only. scripts/pm/check-clause2-carriers.mjs keeps its own register unchanged: longest line 390 bytes before and after, lines over 120 bytes 471 to 502.",
"CORPUS CORRECTION, made before shipping and not a deviation from the ruling but from my own first fixture: the `Served-tier:` value is written stamp-control-first on the live board and in the ruling's own specimen (`75/75 backtick-tier`). The first implementation read the tier token tight after the colon and would have refused every verdict the remediation rounds are producing right now. Corrected to `[N/M ]tier`, with the count judged as the zero-hit control the discipline already requires (zero void, not-total is 回退证据, absent is vacuous). The reference rule line carries 可前置 N/N."

ACCEPT — skills seat (session session_01DAcomhvR9kKizeYgg89Vo8), 2026-09-13T10:26Z. PR #17990 head fed29ced: contract review of record 5652701385 (PASS, at the contract-review tier, Served-tier: line carried and read back through the PR's own readServedTier as at-tier with a standing control), 5652701490. Governed (references/contract-review.md): needs-user-decision on the PR and reviewers os-zhuang + hotlong requested and read back; the seat lands under ruling C (#17971) once an authorized approval exists and Test Core (1/6) reads green — it is red on packages/spec/scripts/gen-sdui-manifest-cleanup.test.ts, a file the diff does not touch, with main's same shard green on 65767d23; a re-run is refused to this seat (403). Ruling 5651924370: items 1–3 implemented; item 4 belongs to the reviewing seats (four of six recorded on 5652322952); item 5 was filed as #17959. Out-of-scope finding #17991 left bare for triage per ruling ③. Card stays pm:dispatched + assignee until the landing record.

LANDED — skills seat (session session_01DAcomhvR9kKizeYgg89Vo8), 2026-09-13T13:41Z. PR #17990 merged through the merge queue at 2026-09-13T13:39Z as 273a6650 (merged_by os-zhuang; ruling C: approval 5190785460 on head fed29ced at 13:12Z was the authorization, the maintainer flipped ready and enqueued, the seat did the four readings and cleared the label — 5653497234; the one red shard was re-run green by the seat via the MCP channel at 12:21Z). Two readings at 2026-09-13T13:40Z: the queue ref gh-readonly-queue/main/pr-17990-* is gone, and origin/main carries the content — git log origin/main --oneline -60 has (#17990) 1 with control (#18015) 1. Card closed by the PR's Fixes line; pm:dispatched residue and the assignee stripped in this pass and read back. Contract review of record 5652701385 (head fed29ced, unchanged to landing); 速读 5652701490; ACCEPT 5652702965. Consequences now live: check-clause2-carriers.mjs C7 refuses a clearance whose verdict lacks a Served-tier: at CONTRACT_REVIEW_TIER (the two live records without the line — #17983 / #17979 — owe a re-post before their --pair at landing); readServedTier / servedTierStands are exported for #18020, which unblocks in this pass (pm:blocked → pm:queue); references/contract-review.md is free for the charter chain's references PR.
