In June, a 40 million barrel offer found one borrower, for 500,000 barrels. A loan is crude now and more crude later, and American refineries are already running at 93.4% of capacity. This week’s update follows that gap from the reserve to the diesel pump, through the Northeast heating oil loan and into what the oil field is actually funding.
