Thank you for joining the Climate Change Exchange for our interactive webinar exploring the practical realities of Moving from adaptation planning and strategy to implementation. The energy of collective care in the room was palpable. We heard from experienced adaptation practitioners and researchers about the challenges and causes of disconnect between the intended plans and the messy realities, as well as a combination of strategies that can help reduce the existing disconnect. Special thanks go to our panel - James Duggie, Dr. Estefania Arteaga, Marty Gent & Nina Incerti - for the quality of their presence, thoughtfulness and calibre of reflexivity they brought to the conversation. Together, we reflected on how intertwined the institutional and personal are, and how much overcoming the governance and capacity issues that shape adaptation in practice relies on brokering knowledge and building relationships. Despite the challenges, there is a growing community middling out, influencing and linking adaptation efforts up, down and across.

It was clear from the conversation that there is both a need and an opportunity to carry on working across organisations and scales, learning collectively, building allyship and making successful efforts more visible. As the discussion and energy in the room reminded us, we can only do this meaningfully together.

Key Messages

• Adaptation requires enabling conditions, not simply plans. Effective implementation depends on mandates, resources, accountability, organisational capability and institutional conditions.

• Adaptation is a multi-level governance challenge. Implementation requires coordination across jurisdictions, organisational boundaries, sectors and scales, supported by relationships, shared responsibility and knowledge exchange.

• Adaptation must be embedded within and influence existing systems and priorities. Connecting and reconsidering climate risks and responses to organisational mandates and existing decision-making processes can increase salience and actionability.

• Adaptation implementation is iterative and reflexive. Given uncertainty and changing conditions, implementation is better understood as an ongoing process of experimentation, learning, coordination and adjustment rather than execution of a predetermined plan.

• Build the mandate for adaptation work from the top while building relationships, understanding and credibility across organisations.

Practical challenges

• There were 800 barriers to adaptation identified by Estefania Arteaga’s research on Unpacking the theory-practice gap in climate adaptation.

• Adaptation is a massive governance challenge, as a cross-cutting issue spanning complex systems, scales and responsibilities.

• Adaptation is an ambiguous problem with unclear responsibilities, making it difficult to define the challenges and responses needed for a range of stakeholders.

• Consultation and collaboration fatigue arise when work isn’t building on what has already been done.

• Limited adaptation funding, resources and capacity constrain people and organisations’ ability to make progress.

• Heavy reliance on consultants reduces internal capability and knowledge retention.

Opportunities

• Understand motivation and spark connection by making climate change relevant and meaningful to people’s everyday lives and aligned with organisations’ existing priorities.

• Make complexity manageable by breaking challenges into manageable parts while maintaining connection to the bigger picture.

• Bridge language and adaptation gaps through translation, knowledge brokering and connecting different sectors and disciplines.

• Build allyship and community by creating spaces where practitioners can connect, support one another and learn together.

• Innovate in the ways of having conversations that respond to the context and connect climate narratives with what resonates.

• Use pilots to de-risk change, demonstrate what is possible and get organisational buy-in.

What can Monitoring, Evaluation and Learning (MEL) do for climate change adaptation, if done well? In the final Learning Exchange of the 2026 Adaptation Planning Cycle series, the Climate Change Exchange opens up the black box of MEL and explores its possibilities and limits for adaptation practice, on Wednesday 25 November, between 10 am - 11:30 am AEDT, online.

Bringing together perspectives from local government, research and evaluation practice, this interactive webinar will explore the lessons, challenges and hidden gems of MEL in adaptation. The Climate Change Exchange hosted a Learning Exchange on Scoping Adaptation Options, in April 2026. This isn’t an easy topic to cover and yet it attracted over 150 registrations which speaks to the appetite for learning. Adaptation requires working and learning with others. It’s an opportunity to build social connections and mutual understanding. That’s why the Learning Exchange exists. Adaptation requires cross-sectoral learning to collectively work through the complexities of decision-making. Central to this is the need to embed justice, equity and inclusion considerations and approaches into every step of the process. We heard rich perspectives across community, local government and academic research, beginning with Lauren Rickards’ scene setting presentation and then a panel conversation with Rachel Bucknall (Wyndham Park Community Centre), Cara Horner (Western Alliance for Greenhouse Action) & Annah Piggott-McKellar (Queensland University of Technology) facilitated by Susie Moloney. We created spaces for group discussion to learn from the wide range of people who came along to the online event. Thank you all for participating and sharing your insights!

Key Messages

• It is important to take the scoping, appraisal and timing of specific adaptation options seriously. This starts with honouring this part of the adaptation planning cycle as a distinct step and investing meaningful time for it

• There are many considerations, path-dependencies and approaches for determining adaptation options that are context-appropriate.

• Justice considerations must be built into every step of option scoping; this begins by including others in the adaptation planning cycle from the start.

Snapshot
Adapting well to climate change relies on careful analysis, appraisal and scheduling of possible adaptation actions. Various approaches to these tasks exist and they all have pros and cons. While a broad initial scope of possible adaptations is useful, for pragmatic and ethical reasons these generally need to be prioritised and streamlined into a smaller set of actions. These two stages of adaptation planning – opening up and then closing down potential adaptation options – raise numerous justice, equity and inclusion considerations. So too do decisions about which adaptation actions and processes to tackle and when. For all of these steps, involving stakeholders in generating, evaluating and prioritising adaptation actions is vital if a comprehensive, appropriate and realistic approach to adaptation is to be identified.

Captured below are some of the highlights from the stories and experiences shared in the Learning Exchange.

Current experiences

• Risk assessment processes often generate a large volume of risks and potential actions, requiring consolidation into more strategic groupings.

• There is a shift from purely analytical approaches to adopting structured methods like adaptation pathways that can integrate collaborative approaches, lived experience, local knowledge and strengths-based thinking.

• Effective approaches emphasise shared understanding, relationship-building and capability development (“moving slow to move fast”) starting small while thinking long-term, building confidence, ownership and momentum.

Practical challenges

• Large numbers of risks and actions create difficulty for decision-makers, especially under constrained budgets and resources including limited time and staff capacities.

• Managing complexity, lack of clarity on triggers for action, sustained participatory processes and lack of standardised tools or guidance.

• Implementation challenges involved in embedding actions into business plans and accountability structures and ensuring clear ownership, ongoing monitoring and investment in data gathering, analysis and learning.

Opportunities

• Building capabilities and embedding adaptation into existing systems (business plans, contracts, governance) strengthens decision-making and accountability with clear trigger points and monitoring roles.

• Participatory, strengths-based approaches unlock community knowledge, build ownership and lead to more equitable and locally relevant outcomes.

• Momentum and agency can be sustained through well-designed processes with participants motivated to implement and even initiate their own plans.

Next learning exchange: Moving from Adaptation Strategy to Implementation

The next Learning Exchange invites researchers and practitioners to a rich conversation on Moving from Adaptation Strategy to Implementation on Thursday 06 August, 2026 (between 10am - 11:30 am, online). Drawing on practitioner experience, the session will unpack the decisions, challenges and adjustments involved in developing adaptation strategies, navigating different governance contexts and implementing meaningful adaptation measures over time. Participants will consider how organisations prioritise actions, secure support, respond to emerging knowledge and manage uncertainty as climate risks evolve. Through discussion and shared learning, the session will create space to reflect on what works in practice, where common barriers arise and how adaptation strategies can remain responsive, just and effective. It will support participants to connect their own experiences with broader lessons for strengthening adaptation implementation across sectors, places and communities.

What we’re strengthening and need your help with

What do we want? Climate justice.

When do we want it? Now.

So much great climate adaptation work currently exists or is under way and yet we are so busy running with little space or opportunity to connect with one another. We often remain unaware of what is already happening and what could be possible if we organised our justice-centred efforts with greater coherence. Building the capacity to connect all of our work and learn from each other is much needed!

As a not-for-profit, the Climate Change Exchange (CCE) operates as a justice-centred intermediary for the adaptation ecosystem: a relational think tank, learning network and convening platform designed to help people make sense of complexity, build capability and strengthen collective action. Through interactive webinars, the co-production of Exchange Commentaries synthesising academic and practice perspectives, and ‘adaptive climate cafe’ gatherings, we aim to foster relationships, collaboration and strengthen ecosystem capability. There is so much more we could do and of course with more time and resources, we will grow our collective impact.

Currently, the core CCE team has visibility over its growing network - who have registered to the newsletter or have participated in the learning exchange. But we are increasingly aware of the potential that could be unleashed by providing greater visibility and access to the knowledge, competences and experience present in the network, in a more distributed way. This is a work in progress to map and understand the breadth and depth of work going on across Australia.

Key Messages

• Climate risk assessments are path-defining, with analytical, practical and ethical complexities that shape adaptation outcomes.

• There’s no single right approach: climate change adaptation is most effective as an evolving, collaborative process.

• Data gaps create blind spots, including intersecting hazards, delayed recovery, and cascading system impacts.

• In-house assessments (potentially guided by external experts) can not only identify risks but build capability, align with priorities, secure internal support and enable deeper learning.

Current experience
We heard that organisations are progressing through climate change risk assessments in varied ways, increasingly shifting from consultant-led work to in-house or hybrid approaches. While technical tools and modelling are widely used, they often miss local knowledge, lived experience, and organisational nuance. Risk thinking is broadening across health, assets, transport, ecosystems, and community infrastructure, yet teams continue to grapple with uncertainty, siloed ways of working, limited data and the challenge of turning assessments into clear, actionable outcomes.

Practical challenges
Across organisations, cultural and structural barriers remain; ranging from reluctance to confront loss or long-term uncertainty to limited internal capacity and misaligned processes. Technical information is hard to navigate, datasets are inconsistent, and there is no single agreed methodology to follow. Teams also face the complexity of cumulative impacts, competing priorities, and the difficulty of meaningfully embedding risk insights into everyday decisions, community engagement, reporting and long-term planning horizons.

What’s worked well
Collaboration across teams and sectors is a powerful enabler, helping surface local and diverse knowledge, build organisational buy-in, and shared ownership of adaptation work. Building capability and aligning assessments with organisational priorities is key, especially where internal champions and leadership support are present. Futures-focused approaches, including scenario planning, adaptation pathways, and narrative-driven methods, can help practitioners navigate uncertainty, engage communities and translate technical findings into grounded, practical strategies for action.

Concluding reflections
As a significant, path-defining part of climate change adaptation, and a process that integrates many considerations and forms of information, risk assessments demand close attention. Doing a climate change risk assessment well means being thoughtful and transparent about the choices involved, realistic and reflective about the compromises and process, and committed to learning from the whole experience, ready to repeat it again. By engaging with the ubiquitous but neglected topic of climate change risk assessments, the Climate Change Exchange aims to increase awareness and foster discussion about the analytical, practical and ethical complexities involved so that this building block of adaptation provides as strong a foundation as possible.

What we’ve reflected on

For many climate change adaptation researchers and practitioners who were able to participate in the Adaptation Futures 2025 conference in Christchurch, the event offered a powerful pause to reflect on what it truly means to live and practice adaptation. As many of us couldn’t make it, we are grateful for Nooshin Torabi and Ashleigh Stokes, who crafted and shared their thoughtful reflections.

From Christchurch’s lived experience to global stories of communities navigating loss, conflict and change, the message was clear: adaptation is collective, grounded and deeply human. Resilience is built through daily relationships between people, place and planet. Legal frameworks and science can guide us, but it is communities, Indigenous leadership, and local knowledge that ultimately embody and drive just outcomes. The conference highlighted that facing loss is an opportunity to examine equity and dignity, and strengthen our capacity to learn, collaborate and tell new stories of hope. And above all, it was a reminder that adaptation cannot be done alone: it is a shared journey of re-imagining how we live together.

What we’re collectively advocating for

A recent expert analysis co‑authored by academics and community leaders, including RMIT and LaTrobe Universities, Centre for Just Places - Jesuit Social Services and the Greater Melbourne Foundation, argues that the Victorian Government’s response to its Parliamentary Inquiry into Climate Resilience (released February 2026) falls short on equity and justice. Drawing on academic expertise and frontline experience delivering climate resilience projects across Victoria, the authors assess the Government’s response and warn that without a stronger focus on equity and justice and robust targets and accountability mechanisms, there is a real risk that adaptation will reinforce ‘business-as-usual,’ perpetuating and reinforcing inequities.

Hot off the Press!

Led by Jesuit Social Services’ Centre for Just Places, in partnership with Wyndham City Council and the Western Public Health Unit, the Lessons in Resilience Report was just launched in collaboration with GenWest, Victorian Council of Social Service (VCOSS), Victoria University, Network West, cohealth, and Australian Multicultural Community Services. The project aimed to support resilience, just adaptation and health equity by developing a strong local evidence base for community service and health organisations to draw upon. The project’s findings, insights and recommendations are now available on the Centre for Just Places website.

Next learning exchange: Scoping Adaptation Options

The next Learning Exchange invites researchers and practitioners to a rich conversation on the process of scoping climate change adaptation actions on Wednesday 29 April, 2026 (between 2:30pm-4pm, online). We will discuss how we identify and prioritise adaptation actions to deliver place-based climate adaptation with justice at its core. Drawing on existing research, tools and guidelines as well as insights from practitioners, the session will explore inclusive decision-making, equitable power-sharing, and navigating decision-making in complex governance in under-resourced contexts. Participants will gain practical into the challenges and opportunities in engaging diverse perspectives, embedding equity in planning, and building adaptive capacity for long-term change.

We’re thrilled to have relaunched the Climate Change Exchange (CCE) on September 4^th 2025. We loved sharing this moment with you all, and hearing your perspectives, challenges and strengths. We heard that there’s great appetite for spaces to share insights, stay connected and learn together how to build our collective capability to adapt to climate change, including the skills and competences required to do adaptation well. You told us that you’d like these to be a mix of both online and in-person gatherings, and that you welcome the integration of arts, intersectionality and First Nations’ perspectives. You shared with us some of the challenges of resourcing, uncertainty, navigating siloes and lack of climate adaptation literacy, etc. You inspired us with your wide array of strengths and skills, ranging from cross-sector collaborations, creativity, systems thinking and knowledge, locally and community-led adaptation - and a sense of humour!

What we’re thinking about

As exemplified by the release of Australia’s National Climate Risk Assessment, climate change risk assessments are underway across the country - a vital step in kick starting, tracking and adjusting adaptation from the organisational to the national level. But doing such assessments well is far from straightforward. Expectations and standards around climate change risk assessments are evolving rapidly, expanding the number of factors (e.g. indirect climate change risks, social vulnerabilities) and voices (e.g. local community members) to be included, among other things.

At the same time, climate change risk assessments are increasingly being undertaken in situations themselves marked by the sort of pressures climate change exacerbates: limited time, resources and attention spans, constrained institutional settings, and complex, dynamic environments - including other people’s climate change responses. How to assess and reassess climate change risks in meaningful ways in such situations is far from easy.

Next learning exchange: Doing climate risk assessment well

To help practitioners think through different approaches and to help researchers appreciate the practical realities of doing climate change risk assessments, the Climate Change Exchange invites practitioners, policy makers, and researchers into a nuanced conversation on Wednesday 19th November (between 1-2:30pm, online) about the challenges and opportunities of doing climate risk assessments well in Australia.

By sharing their recent, real world experiences, the panel will illuminate the decisions practitioners have to face along the way, such as how to: define goals, scope risks, balance hazard- and vulnerability-based approaches, incorporate different types of data and knowledge, and use the assessment process to engage stakeholders and build capacity.

More than a 101 on how to do a climate change risk assessment, this interactive online session will look at the challenges and opportunities involved. It will draw out the pragmatic and institutional factors that shape how assessments are undertaken and the pros and cons of different ways of tackling the task in order to help others reflect on and advance their own climate change risk assessment and reassessment efforts. We will make time to hear and learn from your experiences too, and highly welcome your rich perspectives.

Why should we care?

The core issue: We are facing a lack of connection between sectors, people and ideas which hampers our collective capacity to effectively adapt to climate change.

The risks we face: Our excessive pressures on the Earth’s natural systems are creating an imbalance that is worsening climate change and its effects on human and natural systems. These effects are experienced unevenly across communities and our ability to anticipate and reduce the negative impacts of climate change is becoming increasingly urgent.

What’s needed: We must find effective, integrated and socially equitable ways to adapt and address the drivers of climate risk and vulnerability to enable climate just responses.

This requires building adaptive capacity across all sectors and enabling policy makers, practitioners, community service organisations and funders to make effective decisions in the face of growing risk and uncertainty. This need must be recognised at a systems level and embedded into all areas of our lives and work to provide the space for researchers, policy makers and practitioners to learn from and understand each other’s perspectives and experiences.

Our response:

We build cross-sectoral capacity, informed by theory, practice and lived experience, to strategically address the drivers of risk and vulnerability to climate change. We support rigorous and reflective collaboration among researchers, policy makers, practitioners and communities to help inform better policies, practices and decision making. We create spaces for sharing, learning and connecting to build relationships, encourage critical thinking, challenge perspectives and enable collective and individual actions to transform systems.

We do this by:

• Identifying intersectional and cross-sectoral issues to help guide strategic policy and practice on climate action.

• Building community and organisational capacity through sharing resources to support just climate change adaptation in all its complexity.

• Encouraging inclusive approaches that respect First Nations knowledges and diverse ways of learning, reflecting local understanding of climate change adaptation.

We focus on:

• Strengthening the capability of organisations and communities to plan for, manage and recover from the impacts of climate change.

• Increasing the use of relevant research to inform just adaptation planning.

• Building a collaborative network of researchers and practitioners to share and promote innovative thinking and good practice in climate change adaptation.

We know that meaningful change through research and collaborations with real-world impact are not born in one day. They take time, understanding of the issues and their context, and spaces for people with diverse perspectives to connect again and again, to grow their understanding and act together to transform systems. The ambition of the Climate Change Exchange is to support and co-design applied climate adaptation learning that supports better decision making in a changing environment.

Gatherings

We organise gatherings that bring together researchers, policymakers, and practitioners working on climate adaptation and justice. These spaces foster connection, allowing participants to share their work, exchange ideas, and learn from one another.

Workshops

We run workshops in practices and methods in adaptation and scenario planning, adaptation pathways and anticipatory policymaking, to build our capacity to navigate uncertainty. Although Greater Melbourne-based, we connect with both the Victorian and national policy landscapes and draw from international best-practice.

Applied research

We coordinate and amplify place-based climate adaptation research that showcases what it means to bridge the knowledge-action gap and progress just adaptation.
