You Escalate?

Escalation can feel like a dramatic step.

It can sound confrontational.

It can feel as though you are accusing someone, demanding special treatment, or turning a manageable problem into something larger.

But escalation does not have to mean any of those things.

Sometimes escalation simply means recognizing that the person, department, or process currently handling your matter does not have the authority, information, independence, or willingness required to resolve it.

It means moving the issue to the next appropriate level.

Not every unanswered email requires a complaint.

Not every mistake requires an ombudsperson.

Not every disappointing response requires a lawyer, elected representative, regulator, professional body, journalist, or public campaign.

But neither should a person remain trapped indefinitely at the first level of a system that is no longer producing meaningful movement.

The question is not:

“Am I upset enough to escalate?”

The better question is:

“Has the current level had a fair opportunity to address the problem, and is there a realistic reason to believe that remaining here will resolve it?”

That distinction matters.

Escalation should not depend entirely on how much frustration you can tolerate.

It should depend on what has happened, what remains unresolved, what authority the current contact holds, what deadlines apply, and what the next level is actually able to do.

Escalation Is a Ladder, Not an Explosion

When people have been ignored, redirected, delayed, or harmed, it is understandable to want to contact everyone.

A person may consider writing simultaneously to:

the worker involved;

the worker’s supervisor;

the executive director;

the board of directors;

a regulator;

an ombudsperson;

an elected representative;

a government minister;

a professional college;

the media; and

a lawyer.

This can create a sense of action.

It may also create confusion.

Different organizations have different mandates. Some will expect the original organization to have had an opportunity to respond first. Some can review only a final decision. Some can examine service but cannot change the decision itself. Some can investigate professional conduct but cannot award compensation. Some can advocate politically but cannot intervene in an individual administrative decision.

Escalating everywhere at once can make it harder to explain:

what decision was made;

who made it;

what review has already occurred;

which issues remain unresolved; and

what you are asking the next organization to do.

A ladder is usually more effective.

You begin at the lowest level capable of fixing the problem.

You move upward when that level cannot, will not, or has failed to act.

You do not have to climb every rung when there is immediate danger, a serious rights issue, a short legal deadline, evidence of retaliation, or a clear reason the usual route would be unsafe or pointless.

But in ordinary circumstances, a staged approach creates a clearer record.

It shows:

I raised the issue.
I gave the organization an opportunity to respond.
I identified what remained unresolved.
I used the available internal process.
I am now approaching the next appropriate level.

That sequence can become important later.

Start by Identifying What Kind of Problem You Have

Before deciding where to escalate, separate the problem into categories.

You may be dealing with:

A Service Problem

This concerns how you were treated or how the service was delivered.

Examples include:

unanswered messages;

unreasonable delay;

inaccurate or conflicting information;

lost documents;

disrespectful conduct;

inaccessible communication;

failure to accommodate a documented need;

repeated demands for information already provided; or

being transferred without explanation.

A Decision Problem

This concerns an actual determination that affects you.

Examples include:

an application was denied;

funding was refused;

benefits were reduced;

eligibility was rejected;

a licence was suspended;

a complaint was dismissed;

a service was terminated; or

you were told that the organization has no jurisdiction.

A Process Problem

This concerns how the decision was reached.

Examples include:

you were not given an opportunity to respond;

relevant evidence was ignored;

the decision-maker appeared biased;

the reasons were unclear;

the organization applied the wrong policy;

important information was not considered;

the process differed from the published procedure; or

you were not told about review or appeal rights.

An Urgent Safety or Rights Problem

This involves immediate or serious risk.

Examples include:

danger to health or physical safety;

loss of shelter, essential income, food, medication, or necessary care;

abuse, violence, or threats;

retaliation;

destruction or expiry of important evidence;

an approaching legal deadline; or

serious discrimination or denial of access.

These categories may overlap.

A person may receive a harmful decision through an unfair process while also being treated poorly by staff.

But identifying the categories helps you choose the right path.

A service complaint may go to a supervisor or complaint-resolution office.

A disputed decision may require reconsideration, objection, review, or appeal.

A professional-conduct concern may belong with a regulatory college.

A procedural fairness or broader administrative-fairness concern may eventually belong with an ombudsperson.

A discrimination concern may have a separate human-rights process.

The word complaint does not automatically describe every form of escalation.

Sometimes the correct term is:

request for clarification;

request for reasons;

reconsideration;

internal review;

objection;

appeal;

grievance;

service complaint;

conduct complaint;

human rights complaint;

judicial review; or

request for oversight.

These processes are not interchangeable.

The First Rung: Ask for Clarification

Escalation does not always begin with a complaint.

It may begin with a precise question.

A response that appears wrong may be based on:

missing information;

a misunderstanding;

an administrative error;

an incomplete file;

a poorly explained policy;

an employee who lacks authority; or

two people using different language for the same issue.

Before escalating formally, ask:

“Can you explain how this conclusion was reached?”

“Which policy, rule, or eligibility requirement applies?”

“Is this an official decision or preliminary information?”

“Who has authority to make the final decision?”

“Is there any information missing from my file?”

“What part of my request remains under review?”

“What process is available if I disagree?”

Clarification is useful when the matter may still be corrected quickly.

It is less useful when the organization has already clearly stated its position, repeatedly avoided the question, or allowed an important deadline to approach.

You do not have to keep requesting clarification forever.

At some point, repeated clarification requests become another loop.

The Second Rung: Ask the Original Contact to Correct the Problem

When possible, clearly identify the correction you are seeking.

For example:

“The letter states that I did not submit the requested document. I submitted it on May 6 and received confirmation on May 7. Please correct the record and reconsider the decision using the attached document.”

This is stronger than:

“Nobody is listening to me.”

The second statement may be entirely true.

But the first statement tells the organization:

what is wrong;

what evidence supports you;

what correction is required; and

what should happen next.

A useful correction request often includes four parts:

What happened

What appears to be wrong

What evidence confirms the problem

What action you are requesting

Give the contact a reasonable opportunity to respond, taking into account:

the urgency of the matter;

published response times;

the complexity of the issue;

any deadlines; and

whether the problem is causing continuing harm.

Reasonable does not mean unlimited.

The Third Rung: Request a Supervisor

A supervisor may be appropriate when:

the original worker cannot authorize the requested correction;

you are receiving inconsistent information;

the worker is not answering the central question;

communication has broken down;

the worker may be personally involved in the complaint;

the matter has remained unresolved beyond a reasonable period;

the worker says there is nothing further they can do; or

you need confirmation of the organization’s official position.

Requesting a supervisor is not necessarily an accusation against the original worker.

It may simply recognize a limit in authority.

You can say:

“I appreciate the information provided so far. The matter remains unresolved, and it appears that a decision or clarification may be required at a supervisory level. Please forward this request to the appropriate supervisor and confirm who will be reviewing it.”

A supervisor should not merely return the file to the original contact without addressing the disputed issue.

Ask about the scope of review — what the supervisor will and will not examine:

“Will the supervisor be reviewing the original decision, the service concern, or both?”

That question prevents two different issues from being merged.

The Fourth Rung: Ask for a Written Decision

Many people become stuck because they have received an answer but not a decision.

They may be told:

“We cannot help.”

“That is not our department.”

“The file is closed.”

“There is nothing further available.”

“You do not qualify.”

“We followed procedure.”

“Someone will contact you.”

“That is just our policy.”

But an informal answer may still leave the central questions unsettled.

It may not identify who authorized the outcome.

It may not confirm exactly what has been decided.

It may not explain how the organization reached its conclusion.

It may not show which information mattered.

It may not say when the outcome begins.

It may not tell you what route remains open or how quickly you must use it.

A written decision can convert a vague impasse into something reviewable.

Ask:

“Please confirm whether this is the organization’s final decision.”

“Please provide the decision in writing, including the reasons and the policy, legislation, or criteria relied upon.”

“Please identify any reconsideration, review, complaint, or appeal process and the applicable deadline.”

The reasons for decision matter because they allow you to compare:

the rule with the result;

the evidence with the conclusion;

what you asked with what was decided; and

what the organization says happened with what the record shows.

Some formal processes begin only after a decision has been communicated.

For example, federal benefit programs may provide a specific reconsideration process when a person disagrees with an eligibility decision. The applicable deadline can be short. Current Employment Insurance guidance states that reconsideration is generally requested within 30 days after the decision is communicated. Old Age Security reconsideration generally has a 90-day period. These examples show why a person should not assume that every program uses the same deadline.

The Fifth Rung: Use the Internal Complaint or Review Process

An internal complaint is different from asking the original employee to reconsider informally.

A formal internal process may involve:

a complaint-resolution unit;

a different manager;

a senior decision-maker;

a quality-assurance office;

a patient or client relations office;

an internal review panel;

a reconsideration officer; or

an appeal committee.

Internal review is often worth using because the organization may be able to:

correct its own record;

reverse or amend a decision;

obtain missing documents;

interview staff;

explain the applicable policy;

address conduct;

provide reasons;

identify a systemic issue; or

create the final decision required before external oversight becomes available.

The British Columbia Ombudsperson’s Complaint Handling Guide emphasizes the importance of fair and thorough complaint investigation within public organizations. A functioning complaint process should do more than receive dissatisfaction. It should identify the issues, gather relevant information, assess what occurred, communicate the outcome, and learn from complaints.

When submitting an internal complaint, clearly state:

What You Are Complaining About

Separate each issue.

For example:

The decision did not consider the document submitted on May 6.

I was given conflicting information about the review process.

My request for written reasons was not answered.

The communication accommodation recorded on my file was not followed.

What You Have Already Done

Provide a short chronology.

Do not attach fifty pages without telling the reviewer what they prove.

What Remains Unresolved

This is essential.

An organization may respond to one small part and treat the entire complaint as resolved.

State:

“The following issues remain unanswered.”

What Outcome You Are Seeking

Sometimes you are asking the organization to repair what happened in your own case.

That kind of person-specific outcome is an individual remedy.

It might include:

correction of the record;

a new review;

written reasons;

restoration of a service;

reimbursement;

acknowledgment of an error;

staff guidance or training;

a change in communication arrangements;

confirmation of the correct process; or

a formal decision that can be appealed.

The outcome should be connected to the problem.

Do Not Confuse Service Escalation With Decision Escalation

This distinction can save enormous time.

Suppose a benefits officer speaks disrespectfully and also denies your application.

You may have two separate paths:

Service Path

This concerns conduct, communication, delay, misinformation, or professionalism.

Decision Path

This concerns whether you qualify for the benefit.

A service complaint may investigate how you were treated but may not overturn the eligibility decision.

An objection or reconsideration may review the decision but may not investigate the employee’s behaviour.

The Canada Revenue Agency, for example, separates service feedback from formal objections to assessments and determinations. Its current guidance says service feedback may concern delays, poor or misleading information, employee behaviour, or service-related mistakes. A person disputing a tax assessment generally uses the objection process instead.

This is why it is important to ask:

“Can this process change the decision, or does it review only the service I received?”

You may need to pursue both paths.

Do not allow one process to consume the deadline for the other.

The Sixth Rung: Approach External Oversight

External oversight may become appropriate when:

the internal process is complete;

the organization has issued its final response;

the complaint has stalled without reasonable explanation;

the internal reviewer lacks independence;

the organization refuses to provide reasons;

the process appears procedurally unfair;

the organization has not followed its own rules;

there is evidence of a broader or recurring problem;

the available internal remedy cannot address the harm; or

the matter is urgent and waiting would create serious risk.

The appropriate outside route depends on what kind of authority is needed.

A public-sector complaint office may examine administration.

A professional discipline body may examine conduct.

A rights or privacy office may examine a protected legal interest.

A specialized appeal body may reconsider a particular type of decision.

A court may examine whether legal boundaries were respected.

Before approaching one, ask:

Does this body have jurisdiction over the organization?

Does it review this type of issue?

Must I complete the internal process first?

Is there a filing deadline?

Can it change the decision?

Can it order a remedy, or only make recommendations?

What documents does it require?

The British Columbia Ombudsperson advises people to confirm that the office can consider the public organization involved. Its Complaint Checker is designed to help identify what falls within its authority and where else a person may need to go.

External review is not simply a more powerful version of customer service.

A process may provide an independent review when the new reviewer is sufficiently separate from the first decision to assess the matter without having to defend the original outcome.

The oversight body will have a specific mandate.

It may be able to examine administrative fairness but not rewrite legislation.

It may investigate conduct but not award damages.

It may review service but not a tax assessment.

It may assess discrimination but not every form of unfairness.

Understanding that mandate helps you make a request the oversight body can actually consider.

When an Ombudsperson May Be the Next Step

An ombudsperson may look at the way a public body used its authority, communicated with the person affected, and carried out its own procedures.

That may include questions such as:

Were you given understandable information?

Were you told what was required?

Did the organization consider the relevant evidence?

Were you given a meaningful opportunity to respond?

Did it explain its decision?

Did it follow its own process?

Was the decision made by someone with appropriate authority?

Did the organization respond within a reasonable time?

Did it tell you about available review options?

Many ombudsperson offices expect a person to raise the matter with the original organization first.

For example, the Office of the Taxpayers’ Ombudsperson generally reviews unresolved Canada Revenue Agency service complaints after the agency’s Service Feedback Program has completed its review or when the person remains dissatisfied with the response.

This requirement is sometimes called exhaustion of internal remedies.

It does not always mean using every imaginable contact.

It generally means giving the organization a reasonable opportunity to address the matter through the process designed for that purpose.

There may be exceptions when:

the situation is urgent;

the internal process is inaccessible;

using it could cause additional harm;

there is a serious conflict of interest;

the organization refuses to accept the complaint;

no internal process exists; or

a legal deadline requires immediate action elsewhere.

The Seventh Rung: Contact an Elected Representative

An elected representative may be helpful when the problem involves:

a gap in legislation or policy;

a public program producing recurring harm;

prolonged inability to obtain a response from a government office;

a constituent who cannot navigate a government process;

an urgent public-interest issue;

a pattern affecting many people; or

a matter requiring political attention rather than administrative review.

Depending on the issue, this might include:

a municipal councillor;

a mayor;

a member of the legislative assembly;

a member of Parliament;

a minister’s constituency office; or

another elected officeholder.

An elected representative may be able to:

make an inquiry;

identify the correct ministry or department;

request a status update;

raise a policy concern;

communicate the effect on constituents; or

bring attention to a systemic gap.

They usually cannot personally overturn an independent decision, order a tribunal, direct a regulator, or replace a legal appeal.

Political advocacy becomes relevant when the concern reaches beyond the administration of one file and turns toward the public choices that shaped the system itself.

It is especially useful when your question is:

“Why does the system operate this way, and who has the authority to change it?”

It may be less useful when the matter is:

“Did the decision-maker correctly apply this eligibility rule to my individual application?”

That second question may belong in reconsideration or appeal.

The Eighth Rung: Seek Professional Advice

Professional advice may be appropriate when:

a legal limitation period may apply;

you are facing eviction, loss of income, removal of a child, deportation, discipline, or another serious consequence;

the matter involves criminal allegations;

you are asked to sign a release or settlement;

there are multiple overlapping legal processes;

you do not understand your rights;

the organization has legal representation;

the evidence is complex;

you are considering court;

an appeal requires legal argument; or

an early mistake could permanently affect the case.

Professional advice might come from:

a lawyer;

a legal clinic;

a community advocate;

a union representative;

a regulated professional;

an accountant;

a benefits advocate;

a tenant advocate;

a patient advocate; or

another specialist familiar with the system.

Seeking advice does not necessarily mean beginning a lawsuit.

Sometimes one appointment is enough to clarify:

what process applies;

what standard of review may apply;

which deadline controls;

what evidence matters;

what remedy is available;

whether your expectations are realistic; and

what you should avoid doing.

Escalate Immediately When Delay Creates Risk

A gradual ladder is not appropriate in every situation.

Escalate urgently when there is:

immediate danger;

a threat to life, health, shelter, food, medication, or essential income;

abuse or violence;

a child or vulnerable person at risk;

active retaliation;

destruction of evidence;

a rapidly approaching appeal or limitation deadline;

a risk that your legal rights will expire;

a serious privacy or security breach; or

a decision taking effect before the ordinary review can occur.

In an urgent situation, state the risk plainly.

Do not bury it on page six.

Write:

“URGENT: The decision takes effect on August 1 and will leave me without access to prescribed medication. Please confirm immediately whether the decision can be paused while it is reviewed.”

When the harm cannot wait for the final outcome, a person may ask for interim relief to reduce or prevent the immediate consequence.

One possible form is a stay of decision, which keeps the challenged outcome from operating while the reviewing body considers what should happen next.

The British Columbia Ombudsperson’s online complaint information specifically distinguishes urgent complaints involving immediate risks to shelter, food security, health, or physical safety.

Urgency should be based on the consequence of delay, not only the intensity of your distress.

Your distress matters.

But the person reviewing the file also needs to understand the concrete risk.

Signs That It Is Time to Move Up the Ladder

Escalation may be appropriate when:

The Same Question Has Been Asked Repeatedly

You have asked a clear question several times, but the responses discuss something else.

The Current Contact Has No Authority

The worker confirms that they cannot approve, change, review, or explain the decision.

Communication Has Become Circular

You are receiving the same template response without engagement with the evidence.

A Reasonable Response Period Has Passed

The organization has exceeded its own timeline or has not explained the delay.

The Organization Has Made Its Position Clear

You disagree, but further discussion with the same person is unlikely to produce a different result.

The Problem Involves the Current Decision-Maker

A person should not be the only reviewer of a complaint about their own conduct or decision.

There Is a Formal Deadline

Waiting for an informal response could cause you to lose the right to object or appeal.

The Internal Response Is Incomplete

The organization responded, but key issues remain unanswered.

The Remedy You Need Is Unavailable at the Current Level

The person may agree that something went wrong but lack authority to correct it.

Continued Contact Is Causing Harm Without Progress

You are repeatedly retelling painful information, becoming increasingly distressed, and receiving no meaningful movement.

Escalation can sometimes be an act of containment.

It can stop an unproductive exchange and place the issue before someone with a defined responsibility to review it.

Signs That You May Need to Pause Before Escalating

Escalation may be premature when:

the organization has not yet received the relevant documents;

the response deadline has not passed;

the issue can be corrected through a simple factual clarification;

you have not identified what outcome you are seeking;

you are preparing to contact a body that has no jurisdiction;

you are reacting to an informal comment rather than an official decision;

the next process requires a final written response you have not yet requested; or

you are about to miss a more important appeal deadline by focusing on a service complaint.

Pausing does not mean surrendering.

It means strengthening the next step.

Use the pause to create:

a one-page chronology;

a list of unanswered questions;

a clear outcome request;

a deadline chart;

an attachment index; and

a copy of the organization’s complaint or review policy.

Build an Escalation Record and Preserve the Administrative Record

Your escalation record does not need to be elaborate.

Taken together, the material exchanged and created during the process forms the administrative record.

It shows the path the matter followed and what was available to the people making or reviewing decisions at each stage.

A simple notebook page or document can be enough.

For each contact, record:

Date: May 6
Person or Office: Intake worker
What I Asked: Confirmation that my medical form had been received
What They Said: Receipt was confirmed
What Remains: Nothing

Date: May 14
Person or Office: Program officer
What I Asked: Why the medical form had not been considered
What They Said: The file was complete
What Remains: The question was not answered

Date: May 20
Person or Office: Supervisor
What I Asked: Review of the decision using the submitted medical form
What They Said: A review was promised
What Remains: No result has been received

Date: June 3
Person or Office: Complaint office
What I Asked: Investigation of the missing document and the delay
What They Said: The complaint was acknowledged
What Remains: A response is still pending

This record helps you explain the escalation without starting from zero.

It also reveals whether you are dealing with:

one unresolved issue;

several related issues;

a service complaint;

a decision dispute;

a delay;

a referral loop; or

a systemic issue.

Use an Escalation Summary

When moving to the next level, do not assume the new reviewer will understand the entire history.

Provide a short summary:

Issue:
My application was denied on the basis that a required medical form was not submitted.

Relevant fact:
The form was submitted on May 6, and receipt was confirmed on May 7.

Steps already taken:
I asked the program officer to correct the record on May 14 and requested supervisory review on May 20.

Current position:
I have not received a corrected decision or an explanation of whether the document was considered.

Requested outcome:
I am requesting a new review of the application using the complete file, followed by a written decision with reasons.

This is not the whole story.

It is the part of the story the next reviewer needs in order to act.

Ask What Responsibility Remains at Each Level

When someone refers you upward or elsewhere, ask:

“What part of this matter remains your organization’s responsibility?”

The answer may be:

correcting its own records;

issuing a written decision;

completing an internal investigation;

forwarding documents;

preserving evidence;

providing reasons;

identifying the appeal route;

implementing an accommodation; or

responding to the oversight body.

A referral does not necessarily erase the referring organization’s obligations.

Similarly, approaching an external body does not always end the internal process.

You may need to preserve both.

Do Not Let Escalation Become Another Form of Overexposure

At each stage, ask what the next reviewer actually needs.

Do not automatically resend your entire personal history.

Provide:

the decision;

the relevant correspondence;

the key evidence;

the policy or rule at issue;

the chronology;

the unresolved questions; and

the requested outcome.

Additional material can be supplied when relevant.

Escalation should narrow the issue, not force you to relive every event from the beginning.

You Are Allowed to Ask for Process Information

You do not need to know the entire legal system before asking for help.

You can ask an organization:

“What is the next level of review?”

“Is there a formal complaint process?”

“Can this decision be reconsidered?”

“Is the review conducted by someone who was not involved in the original decision?”

“What is the deadline?”

“Does submitting a complaint pause the appeal period?”

“Can the reviewer change the decision?”

“What happens if I remain dissatisfied?”

A fair process should not require people to guess the route.

A Practical Escalation Ladder

The final two rungs are not always reached last. An elected representative or professional adviser may need to become involved earlier when the issue concerns public policy, serious consequences, legal rights, or an approaching deadline.

A general ladder may look like this:

Step 1: Clarification

Ask what happened, what rule applies, and whether the response is an official decision.

Step 2: Correction

Identify the error and request a specific correction.

Step 3: Supervisor

Request review by someone with greater authority.

Step 4: Written Decision

Ask for the decision, reasons, authority, review process, and deadline.

Step 5: Internal Complaint or Reconsideration

Use the organization’s formal process.

Step 6: External Oversight or Appeal

Approach the body with the authority to review the unresolved issue.

Step 7: Elected Representative or Systemic Advocacy

Raise policy gaps, repeated failures, or matters affecting the public.

Step 8: Professional or Legal Advice

Seek specialized help when rights, deadlines, evidence, or serious consequences are involved.

This ladder is not rigid.

Some steps may occur together.

Some may be skipped.

The correct path depends on the system.

Escalation Is Not the Same as Aggression

A calm escalation can be firm.

It can say:

“I appreciate that your role may be limited. However, the central issue remains unresolved. Please confirm the next formal level of review and the applicable deadline.”

It can say:

“I am not asking you to repeat the previous explanation. I am asking for supervisory review of the discrepancy identified below.”

It can say:

“Thank you for responding to Issue 1. Issues 2 and 3 remain unanswered. Please address them or advise who has responsibility for doing so.”

It can say:

“As the internal complaint process is now complete, I am submitting the unresolved administrative-fairness concerns for external review.”

Precision is not aggression.

Asking an organization to identify its decision, reasons, authority, and review process is not unreasonable.

The Goal Is Not to Escalate as High as Possible

The goal is to reach the level capable of addressing the issue.

Sometimes the original worker corrects the problem.

Sometimes a supervisor does.

Sometimes an internal review changes the decision.

Sometimes an ombudsperson identifies an unfair process.

Sometimes a tribunal, regulator, elected representative, advocate, or court is required.

And sometimes the available process cannot provide the outcome you need.

That is painful, but it is still useful to know.

A clear final answer may allow you to decide whether to:

appeal;

seek advice;

approach oversight;

advocate for policy change;

document the failure;

protect yourself from further harm; or

stop investing energy in a process with no available remedy.

Escalation is not about proving that you are angry enough.

It is about recognizing when responsibility, authority, or review must move to another level.

You are not required to remain indefinitely in a process that is repeating itself.

But before moving upward, try to know:

What was decided?
Who decided it?
What remains unresolved?
What process comes next?
What deadline applies?
What can the next level actually do?

That is how escalation becomes a strategy rather than another source of chaos.

Giving Canadians language for experiences they may have felt for years but never had words to describe.

After You Read: Quick Reference

What may be happening

You may have asked questions.

You may have provided evidence.

You may have allowed a reasonable opportunity to respond.

The issue may still be unresolved.

Escalation means moving the matter to the next appropriate level when the current level cannot, will not, or lacks the authority or independence to resolve it.

The question is not whether you are upset enough.

The question is whether remaining at the current level is likely to produce meaningful movement.

Recognize what kind of problem you have

The concern may involve:

service or conduct;

the decision itself;

the fairness of the process;

professional responsibility;

a policy or system gap;

or urgent safety or rights concerns.

These issues may overlap.

They may still require different pathways.

A service complaint may examine treatment without changing a decision.

A reconsideration or appeal may review the decision without examining conduct.

Protect the deadline for every applicable process.

Recognize when to move upward

Escalation may be appropriate when:

the central issue remains unanswered;

the current contact lacks authority;

communication has become circular;

a reasonable response period has passed;

the organization’s position is clear;

the required remedy is unavailable;

or continued contact is causing harm without progress.

The usual route may be shortened or skipped when it is unsafe, inaccessible, conflicted, pointless, or too slow to protect safety, essential needs, evidence, or legal rights.

Use escalation as a ladder

Begin with the lowest level capable of correcting the problem.

The next step may involve:

clarification or correction;

supervisory review;

a written decision with reasons;

an internal complaint, reconsideration, objection, grievance, review, or appeal;

external oversight;

political or systemic advocacy;

or professional advice.

The ladder is not rigid.

Choose the process with the authority and remedy required.

Make the matter reviewable

Identify:

what happened;

what appears to be wrong;

what evidence supports you;

what has already been done;

what remains unresolved;

and what outcome you are seeking.

Ask for written confirmation of the decision, reasons, authority relied upon, review process, and deadline.

A written decision can turn a vague impasse into something that may be challenged.

Recognize what the next level can do

Internal review may correct records, reconsider decisions, examine conduct, provide reasons, or create the final response required before outside review.

External bodies have limited mandates.

An ombudsperson may examine public administration and procedural fairness.

A regulator or professional body may examine conduct.

A rights, privacy, tribunal, appeal, or court process may address a specific legal issue.

An elected representative may address policy gaps or recurring public harm.

Professional advice may be needed when serious consequences, complex evidence, settlements, legal rights, or limitation periods are involved.

No single pathway may resolve every part of the problem.

Recognize urgency

Act immediately when delay threatens:

health or physical safety;

shelter, food, medication, or essential income;

a child or vulnerable person;

important evidence;

privacy or security;

legal rights;

or protection from abuse, violence, or retaliation.

State the concrete risk and date clearly.

Ask whether interim relief or a temporary pause is available.

Urgency depends on the likely consequence of delay.

Know when to pause

Escalation may be premature when:

relevant documents have not been received;

the response period has not passed;

a factual correction may resolve the issue;

the requested outcome is unclear;

the next body lacks jurisdiction;

or no official decision has been made.

Pausing does not mean surrendering.

It means strengthening the next step.

Create an escalation record

Record:

who you contacted and when;

what you asked;

what evidence you provided;

what response, promise, or decision you received;

and what remains unresolved.

Provide the next reviewer with a short summary and only the material needed to act.

This creates the administrative record without forcing you to begin again or resend your entire personal history.

Identify what responsibility remains

Escalation or referral does not automatically end the original organization’s duties.

It may still need to:

correct its records;

issue a decision;

complete an investigation;

preserve or forward evidence;

provide reasons;

implement an accommodation;

identify the review route;

or respond to the reviewing body.

Internal and external processes may sometimes continue together.

Recognize the human cost

Repeated contact, retelling, delay, and uncertainty can consume time, energy, attention, and hope.

Escalation should narrow the issue.

It should not require you to relive your entire history at every level.

Ask for accessible communication and reuse of existing records when needed.

Remember

Escalation is not aggression.

Precision is not confrontation.

The goal is not to escalate as high as possible.

The goal is to reach the level capable of addressing the unresolved issue.

What to do when the current level is no longer working

Stop.

Separate the issues.

Protect the deadline.

Confirm the decision.

Create one clear record.

Choose the level with the authority to act.

You are not required to remain indefinitely in a process that is repeating itself.

Sources

British Columbia Ombudsperson. “Complaint Checker.”

British Columbia Ombudsperson. “Complaint Handling
