Feat: minimize to tray for Windows - #142

Cool addition, though I don't see any value in this as you don't really use the launcher frequently other than enabling/disabling plugins after a first time configuration.

We would merge it to acknowledge your contribution, but it changes nothing in next release.

The Tauri loader is dropped for now and is replaced by .NET AOT app (see the feat/app-hub branch).
For the tray's behaviour, it should close the window instead of minimizing, then respawn when restores, the webview costs a hundred MB. Windows was not impl because the Universal mode (IFEO), just requires one time activation.

For macOS, I have researched for new Universal mode, but it still requires running in background, tray is most needed. Do you have using macOS to test it?

Just saw the new direction of the project, that sounds good. I didn't realize from the application that it was just a run once and close operation. If you are willing to merge for contribution purposes that would be nice, but I am also happy just closing.
