chore: release 0.12.0 — vAPI Compute in Claude Code and Codex - #24

Bumps the five published packages, server.json, SKILL.md and the pack check to 0.12.0 and dates the changelog. 0.12.0 ships `vapi code install|uninstall`, `vapi claude` and `vapi codex` (#22) and the core/MCP building blocks for vAPI Desktop (#23).
