Report the host's reason when a new file cannot be created - #35
When the host refused to create a new file, java-web reported a missing path instead of the host's reason. With a 300-character file name, for example:
API
HotSpot
Before
new FileOutputStream
FileNotFoundException: ... (File name too long)
... (No such file or directory)
Files.createFile
FileSystemException: ...: File name too long
NoSuchFileException
Files.newOutputStream
FileSystemException: ...: File name too long
NoSuchFileException
openFile (src/natives/io.ts) uses the error the host gave for the create, falling back to the old messages when there is none.
UnixNativeDispatcher.open0 (src/natives/nio.ts) turns the host error into its errno when it was creating the file. strerror knows ENAMETOOLONG and EDQUOT. The code-to-errno table it shares with chmod is now HOST_ERRNO.
NodeBackend kept every failed write and chmod error in a map until a later success on the same path, so a long-lived VM that kept failing on new paths kept growing it. Each error is read right after the operation that failed, so it now keeps only the last one.
Checks:
New program test test/java/CreateRefused.java compares all three APIs with HotSpot.

Bug Fixes
File creation failures now report more specific error messages when the system identifies the cause, including filenames that are too long and paths that are not directories.
When a specific cause is unavailable, file creation errors continue to use the existing writable or read-only path messaging.
File operation errors are associated with the most recent failed write or permission change, and successful operations clear the prior error.
The changes update filesystem write and chmod failure tracking, add host-to-errno mappings, and use those mappings when reporting file-creation and chmod errors. They also add a Java test that attempts file creation with a long filename.

Summary
Retain recent filesystem failures src/node.ts
NodeBackend now stores only the most recent write or chmod failure. It returns the code only when the queried path matches the stored path.
Map host errors to errno values src/natives/nio.ts
NIO adds ENAMETOOLONG and host error mappings. chmod and failed creation use the host mapping when available, while retaining fallback behavior.
openFile uses the write-error code to select a message and adds messages for ENAMETOOLONG and ENOTDIR. The Java test tries three file-creation APIs with a long filename.
Project516/java-web#19: Adds the writeError(path) contract and per-path storage that this change revises.

Explanation
Docstring coverage is 33.33% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 3 functions across 4 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

A rabbit taps a filename long, Three file-creation calls test the song. Host errors find their errno place, Recent failures keep their trace. “Too long,” says code, and hops along.

The PR fixes error reporting when the host refuses to create a new file: instead of a generic "No such file or directory", the host's actual reason (e.g., "File name too long", "Disk quota exceeded") is now propagated through FileOutputStream, Files.createFile, and Files.newOutputStream. openFile in io.ts and open0 in nio.ts read the host error via writeError and map it through new errno entries (ENAMETOOLONG, EDQUOT, ENOTDIR). NodeBackend replaces its error maps with single-entry tuples to avoid unbounded growth in long-lived VMs. A new test CreateRefused.java exercises all three APIs with a 300-character name. Typecheck and test suite (140 tests) pass.

## Direction
- Compatibility first. Run JDK classes unmodified and implement what HotSpot
does for them (natives, VM upcalls, init order). Do not patch or replace JDK
classes. When behavior differs from HotSpot, HotSpot is right.

The PR fixes error reporting when the host refuses to create a new file. Previously java-web reported generic 'No such file or directory' errors; now it surfaces the host's actual reason (e.g., 'File name too long', 'Disk quota exceeded'). Changes span io.ts (openFile uses writeError for the message), nio.ts (open maps host errno via HOST_ERRNO for new-file failures, adds ENAMETOOLONG/EDQUOT), and node.ts (replaces per-path error maps with a single last-failure tuple, safe because callers read the error immediately after the failed operation). A new test CreateRefused.java exercises all three APIs with a 300-character name. Typecheck and 140 tests pass.
