Fix the release: File permissions, jtreg timeouts, public scoped package - #8
The v0.1.0 release run failed in the OpenJDK regression step. This fixes what it found.
File.setReadOnly, setWritable, setReadable and setExecutable returned true without changing anything, so canWrite() stayed true. They now chmod the file through a new chmod backend hook (the Node host backend implements it). Backends without permission bits keep the old behavior, and device paths are left alone. java/io/File/Basic.java and SetReadOnly.java pass again.
File.canRead/canExecute and Files.isReadable/isExecutable ask the host for read and execute access through a shared VFS.access, instead of answering true.
An open writable file keeps its write access after its mode changes, as an fd does: a flush the host refuses adds owner write, writes, and restores the mode.
TestKeyStoreEntry, NoSync and DeInflate timed out at 120 s with 4 jobs on the runner. The release run now gives each test 600 s; the slowest of them, NoSync, takes about 4 minutes on a slow ARM board.
publishConfig.access is public, since npm makes new scoped packages restricted by default.
The permission test in programs.test.ts covers each of these against HotSpot, so PR CI catches them; it fails without the fixes.
Verified: the 55 passing OpenJDK tests under java/io/File, java/nio/file, java/io/FileOutputStream and java/io/RandomAccessFile, the three slow tests, the permission test, pnpm typecheck.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

New Features
File permission changes are now supported on compatible filesystems. Applications can make files read-only or writable, and update permission bits where the filesystem backend supports it.
Bug Fixes
Permission updates now apply to the underlying file instead of only reporting whether file attributes are available.
The change adds filesystem permission updates through the VFS and Node backend. It also sets public npm publishing access and adds a 600-second timeout to the release test command.
Changes: Filesystem permission updates

Summary
chmod routing and backend support src/fs.ts, src/node.ts, src/natives/io.ts
The VFS routes mode transformations to writable backends. NodeBackend applies the transformed mode to the host file, and the native I/O layer calls chmod.
Permission bits and regression test src/natives/io.ts, test/permissions/Permissions.java, test/programs.test.ts
setPermission0 updates selected permission bits, and setReadOnly0 clears write bits. The Java test and test runner check read-only and writable operations.

Merge Risk: Moderate · previous review ded64
The new permission support can silently lose data from open output streams when a file is made read-only, and it can alter host device permissions for privileged processes. canRead and canExecute also do not reflect permissions that were just changed. Address the stream-write behavior before merging; the other two are lower-impact follow-ups.

This PR fixes three release-blocking issues: (1) File permission methods now actually modify file modes via a new chmod backend hook (implemented in NodeBackend), with backends lacking permission bits preserving the old no-op behavior; (2) jtreg timeout increased from 120s to 600s to accommodate slow tests on ARM runners; (3) publishConfig.access set to public so the scoped npm package publishes without restriction. The changes are coherent and the added test covers the permission fix.

The PR fixes file permission handling by adding chmod/access backend hooks, implementing them in NodeBackend, updating UnixFileSystem and nio natives to use VFS.access, increasing jtreg timeout to 600s, and setting npm publishConfig.access to public. However, the modified flush function in src/natives/io.ts unconditionally clears the dirty flag even when both write attempts fail, causing silent data loss.

The PR fixes OpenJDK regression test failures by implementing proper file permission handling: adding chmod and access backend hooks (implemented in NodeBackend), updating java.io.File and nio natives to use VFS.access for read/write/execute checks, making open files retain write access after mode changes (fd-like behavior), increasing jtreg timeout to 600s for slow tests, and setting npm publishConfig.access to public. The flush logic correctly only clears the dirty flag on successful write; the earlier review's data-loss concern does not apply to the current diff.
Not approved: 1 earlier point is still open in the threads.
