java.util.prefs stores user and system preferences in files, through three natives of FileSystemPreferences: chmod, lockFile0 and unlockFile0. They were missing, so any Preferences.userRoot() use that flushed or synced failed with UnsatisfiedLinkError: java/util/prefs/FileSystemPreferences.chmod.
They follow HotSpot's FileSystemPreferences.c:
chmod returns 0 or the errno.
lockFile0 opens the lock file (creating it for an exclusive lock) and takes the lock. It returns [fd, errno], with fd 0 when that fails. A lock held elsewhere answers EAGAIN, as fcntl(F_SETLK) does.
unlockFile0 releases the lock and closes the descriptor.
The locks are kept per VM. HotSpot's fcntl locks also exclude other processes, which do not exist inside java-web.
Checks:
New program test test/java/Prefs.java writes, flushes, syncs, reads and removes a preferences node under a temporary java.util.prefs.userRoot, compared with HotSpot.
Eight OpenJDK tests under java/util/prefs now pass and are added to passing.txt: AddNodeChangeListener, CodePointZeroPrefsTest, CommentsInXml, ConflictInFlush, ExportNode, ExportSubtree, RemoveNullKeyCheck, RemoveUnregedListener.
pnpm typecheck and pnpm test pass.
Noticed, not fixed:
CheckUserPrefsStorage, PrefsSpiTest and RemoveReadOnlyNode still fail. They start child processes (java, chmod).

Summary
Preference filesystem natives and validation src/natives/io.ts, test/java/Prefs.java, test/jtreg/passing.txt
Adds chmod, lockFile0, and unlockFile0 natives with errno results and tracked lock state. Adds a test that writes, synchronizes, and prints preference values, and registers eight passing jtreg tests.
Lock-file permissions may differ from HotSpot, though the files contain no preference data. The change is mergeable with this bounded compatibility issue acknowledged.

This PR implements three missing natives for java.util.prefs.FileSystemPreferences (chmod, lockFile0, unlockFile0) so that Preferences.userRoot() flush/sync operations work. It adds a per-VM lock table using fcntl-style semantics (shared/exclusive), a test exercising write/flush/sync/read/remove, and marks eight OpenJDK tests as passing. The implementation follows HotSpot's FileSystemPreferences.c behavior.

This change implements the three missing FileSystemPreferences natives (chmod, lockFile0, unlockFile0) using per-VM fcntl-style locks and a Linux errno mapping. The new test exercises write, flush, sync, read, and node removal under a temporary userRoot. Eight OpenJDK prefs tests now pass and are added to passing.txt.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Do not report a skipped chmod as success.
If a backend has no chmod, VFS.chmod returns undefined. This native then returns 0, although it did not change the permissions. MemoryBackend supplies this case. Return an appropriate error for an unsupported permission change, or implement permission changes in that backend. (raw.githubusercontent.com)

retain the mode argument and apply it to the opened file only for exclusive
locks, leaving the shared path unchanged. Treat only an explicit false result
from chmod as failure so backends returning undefined remain supported; on
failure, close the descriptor and return the appropriate errno result without
leaking it.

the original cached node; assert the reloaded values are hello and 3, not merely
that their key names appear in the backing file.
